Grant Confirmation & Approval: Police Department – Animal Control donations – special funds for animals: $3,000 D. Grant Confirmation & Approval: Police Department – DEA Asset Forfeiture: $19,180.25 E. Grant Confirmation & Approval: Planning, Conservation & Development: South Fire District appropriation of funds to the City from South Fire District CNR to guarantee completion of building renovation project and to supplement the remaining grant fund from the State of Connecticut towards the total renovation cost of $1,219,672.62 F. Grant Confirmation & Approval: Recreation & Community Services: to support department activities, supplies, wages and bussing: $20,000 G. Grant Confirmation: Board of Education – miscellaneous grants: $904,054.54 H. Grant Confirmation – Health Department – emergency services on behalf of Mass Dispensing Area 36 for exercises, supplies, training, and sheltering: $43,775 10. Mayor’s Update Report: Arrigoni Bridge Project 11. Payment of all City bills when properly approved 12. Resolutions, Ordinances, etc. A. Approving the City of Middletown’s acquisition of Riverside Cemetery, The Washington Street Cemetery, New Maromas Cemetery, Old East Street Cemetery, and Old Southside Cemetery by following the procedures set forth in C.G.S. § 19a-308a; and the City of Middletown’s acquisition of the parcel of property owned by the Middletown Old Burying Ground Association on Main Street (Map-Lot 22-0540); and authorizes the Mayor to sign any and all documents and agreements to effectuate the aforementioned transfers, following review and approval as to content and form by the Office of the General Counsel. B. Approving that the City of Middletown grant and convey to The Connecticut Light and Power Company dba Eversource Energy, a corporation chartered by the General Assembly of the State of Connecticut and having its principal office in the Town of Berlin, in the State of Connecticut, its successors and assigns, permanent rights for the installation, maintenance and repair of electric (and gas) lines over, under and across land of the City of Middletown located at 279 Russell Street and 1 Wildermans Way, in the State of Connecticut, as set forth in the proposed easement presented to this meeting, which is hereby ordered filed with the records of this meeting; and authorizing the Mayor to execute and deliver in the name of the City of Middletown, an easement presented to this meeting, and to do any and all other acts to effectuate the foregoing, following review and approval as to content and form by the Office of the Office of the General Counsel. November 2, 2020 COMMON COUNCIL -- REGULAR MEETING Page 3 C. Authorizing the purchase of 6.31 acres at 432 Laurel Grove Road as City Open Space, using up to a maximum of $15,000 from the City’s Open Space Bond; and authorizing the Mayor to sign all documents and/or agreements subject to review and approval by the Office of General Counsel as to form and content. D. Approving the following rates for the ice rink: Middletown Residents - Free; Resident Family Pass - Free; Resident Individual Pass - Free; Resident Senior 60+ - Free; Non-residents - $5/adults and $3/kids; Non-Resident Family Pass - $25; Non-Resident Individual Pass - $15; Non-Resident Senior 60+ - Free; Rink Rental - $125/hour, which includes one staff person and any additional staff will be charged at $15 per hour; For non-resident groups of 15 or more during operational hours: $4/person all inclusive; and that the Director has the ability to waive fees for Middletown non-profits or school groups, however, those groups may need to pay staffing costs if the event is outside the standard operating hours. E. Approving the camp fee schedules for FY 21, 22, 23, 24, and 25 as proposed by the Recreation Division of the Recreation & Community Services Department. F. Approving that the Mayor is hereby authorized to sign all documents necessary to commit the additional funding from the South Fire District CNR allocation for the purpose of completing the South Fire District renovation project, subject to review and approval by the office of General Counsel as to form and content. G. Approving the allocation of the CARES ACT CDBG Funding to the following Middletown Small Businesses: Dragon Sushi, LLC (Mikado) $5,000.00 Middlesex Dental Associates $5,000.00 Salon Allure, LLC $5,000.00 and that the Mayor is hereby authorized to execute all contractual paperwork necessary to facilitate the allocation of these Grants, subject to review and approval by the office of General Counsel as to form and content. H. INTENTIONALLY REMOVED I. Approving, effective upon passage, that the following changes to the position of Water Treatment Plant Operator II is approved to reflect the updated duties with a recommended salary upgrade from AFSCME Local #466 Salary Grade 9, 40 hours ($23.94 – $35.40) to AFSCME Local #466 Salary Grade 10, 40 hours ($25.73 – $38.07). Any changes to salary shall be made retro-active to January 1, 2020. J. Approving, effective upon passage, the following changes to the position of Utility Worker III is approved to reflect the updated duties with a recommended salary upgrade from AFSCME Local #466 Salary Grade 7, 40 hours ($20.41 – $30.19) to AFSCME Local #466 Salary Grade 8, 40 hours ($22.15 – $32.80). Any changes to salary shall be made retro-active to January 1, 2020. K. Approving, that, effective upon passage, the following changes to the position of Records Clerk job description is approved to reflect the updated duties with no change in salary. L. Approving that, that effective upon passage, the following changes to the position of Light Equipment Operator is approved to reflect the updated duties with a recommended salary upgrade from AFSCME Local #466 Salary Grade 7, 40 hours ($20.41 – $30.19) to AFSCME Local #466 Salary Grade 8, 40 hours ($22.15 – $32.80). Any changes to salary shall be made retro-active to January 1, 2020 M. Approving that, effective upon passage, the following changes to the position of Assistant Payroll Coordinator located at the Board of Education is approved to reflect the updated duties with a recommended salary upgrade from AFSCME Local #466 Salary Grade 7, 40 hours ($20.41 – $30.19) to AFSCME Local #466 Salary Grade 8, 40 hours ($22.15 – $32.80). Any changes to salary shall be made retro-active to January 1, 2020. O. Approving that, that effective upon passage, the following changes to the position of Accounts Clerk III located in the Finance Office is approved to reflect the updated duties with a recommended salary upgrade from AFSCME Local #466 Salary Grade 7, 40 hours ($20.41 – $30.19) to AFSCME Local #466 Salary Grade 8, 40 hours ($22.15 – $32.80). Any changes to salary shall be made retro- active to January 1, 2020. P. Approving that, effective upon passage, the following changes to the position of Accounts Clerk III located at the Board of Education is approved to reflect the updated duties with a recommended salary upgrade from AFSCME Local #466 Salary Grade 7, 40 hours ($20.41 – $30.19) to AFSCME Local #466 Salary Grade 8, 40 hours ($22.15 – $32.80). Any changes to salary shall be made retro- active to January 1, 2020 Q. Approving that, effective upon passage, the following changes to the position of Insurance Benefits Coordinator is approved to reflect the updated duties with a recommended salary upgrade from AFSCME Local #466 Salary Grade 8, 40 hours ($22.15 – $32.80) to AFSCME Local #466 Salary Grade 11, 40 hours ($27.50 – $40.71).
