Proposed naming in accordance with Section 23-22 of the Middletown Code of Ordinances: that the 39 acres of open space off of South Plumb Road be named the “Bysiewicz Family Farm Open Space”. (NOTE: 2nd public hearing per the Code of Ordinances of the City of Middletown) August 2, 2021 COMMON COUNCIL -- REGULAR MEETING Page 2 B. Proposed naming in accordance with section 23-22 of the Middletown Code of Ordinances: that the 83 acres of open space off of Route 17 be named the “Allison M. Mayor requests Council Clerk to read appropriation requests and the Certificate of Director of Finance A. Russell Library: $14,447 -- Acct No. 1000-7000-51110-FT PERM 070-110; to correct identified pay disparities for the Library’s Head of Finance and Executive Assistant B. Central Communications: $5,558.60 – Acct. No. 1000-18700-51980-0000-00000-0000-000; paid holiday - to cover additional holiday added by Federal Government in June C. Central Communications: $9,217.01 – Acct. No. 1000-18700-51355-0000-00000-0000-000; replacement overtime - to cover budget projection shortfall D. Office of General Counsel: $20,000; Acct. No. 1000-05000-55480-0170; to cover costs of drug testing and psychological testing with 2021 July Spec. Sess. Public Act 20-1 9. Old Business A. Approving that the identified pay disparities for the Library’s Head of Finance and Executive Assistant be corrected, with all costs of such adjustments (+$14,447) covered by the cost savings of (a) the approved downgrade of a Librarian IV to Librarian III (-$5,462) and (b) by leaving a permanent part-time (20 hour) librarian position vacant through December 2021 (-$16,983); and that the full-time salary lines of Russell Library’s FY22 operating budget be adjusted, increasing Line 3 HEAD OF FINANCE from $80,267 to $85,821 and Line 32 EXECUTIVE ASSISTANT from $61,827 to $70,720, effective retroactively to July 1, 2021. Covid-19 & Vaccination Update: Health Department, Acting Director Kevin Elak 13. Payment of all City bills when properly approved 14. Resolutions, Ordinances, etc. A. Approving that, in accordance with Section 23-22 of the Middletown Code of Ordinances, the 39 acres of open space off of South Plumb Road be named the “Bysiewicz Family Farm Open Space” and is hereby approved and accepted. B. Approving that, in accordance with Section 23-22 of the Middletown Code of Ordinances, the 83 acres of open space off of Route 17 be named the “Allison M. Wilson Nature Preserve” and is hereby approved and accepted. C. Approving that the Sanitation Depreciation Fund be funded as follows: 2150-40000-53217-0000-00000-0000-000 Dumpsters & Accessories $ 75,000.00 2150-40000-53275-0000-00000-0000-000 Waste Removal Containers/Supplies $ 50,000.00 2150-40000-58125-0000-00000-0000-000 Refuse Truck & Components $275,000.00 D. Approving acquisition by the City of Middletown of a parcel of real property known as Country Club Road (Map-Lot 07-0029), and authorizing and approving that the Mayor sign all documents and/or agreements necessary to effectuate the aforementioned transfer, following review and approval as to content and form by the Office of the General Counsel. E. Approving that $52,500 of the $72,500 of the Public Health Block Grant (FY 21/22) be allocated as follows: Agencies Amount Communicable Disease Surveillance $18,000 Community Renewal Team Inc.(Elderly Nutrition) $ 6,000 Cross Street Training & Academic Center $ 2,000 New Horizons Battered Women’s Shelter $22,500 Middlesex County NAACP $ 1,000 Northern Middlesex YMCA $ 3,000 TOTAL $52,500 And that any agency receiving a Public Health Block grant award must comply with the new matching fund ordinance. Approving that the job description of Police Department Infrastructure Engineer, Maximus Salary Grade 17, ($40.87 - $60.48), 40 hours, UPSEU Local 6457, be hereby approved into the Maximus Classification Plan. The adoption of this job description shall be effective upon adoption. G. Approving that the job description of Police Department Network Coordinator, Maximus Salary Grade 15, ($37.03 - $54.84), 40 hours, UPSEU Local 6457, be revised and is hereby approved into the Maximus Classification Plan. The revisions of this job description for this position shall be effective upon adoption. H. Approving that the job description of Building Superintendent II – Pool, Recreation & Community Services, Maximus Salary Grade 5, ($17.17 - $25.42), 40 hours, AFSMCE Local 466, be included into the Maximus Classification Plan. The revisions to this job description for this position shall be effective upon adoption. I. Approving that the job description of Recreation Supervisor, Maximus Salary Grade 8, ($22.59 - $33.46), 40 hours, AFSMCE Local 466, be reclassified to the position of Program Aide/Coordinator, Maximus Salary Grade 7, ($20.82- $30.79), 40 hours, AFSMCE Local 466, and is hereby approved into the Maximus Classification Plan. The reclassification of this job description and salary for this position shall be effective upon adoption. J. Approving that the job description of Custodian/Program Aide, Maximus Salary Grade 5, ($17.17 - $25.42), 40 hours, AFSMCE Local 466, be revised to the corresponding job description with no change in salary and is hereby approved into the Maximus Classification Plan. The revisions to this job description for this position shall be effective upon adoption. K. Approving that the job description of Recreation Supervisor and Outreach Specialist, Maximus Salary Grade 8, ($22.59 - $33.46), 40 hours, AFSMCE Local 466, be reclassified to Maximus Salary Grade 9, ($24.42 - $36.11), 40 hours, AFSMCE Local 466 with the corresponding job description revisions and be included into the Maximus Classification Plan.
