SPECIAL MEETING OF THE COMMON COUNCIL MIDDLETOWN, CONNECTICUT FY 2023-2024 BUDGET WORKSHOP MONDAY, APRIL 10, 2023 6:00 PM MINUTES The Special Meeting of the Common Council of the City of Middletown was held on Monday, April 11, 2023, beginning at 6:00 PM. This was a hybrid meeting, participants in-person in the Council Chamber and remotely, via WebEx. The meeting was also livestreamed on local public access cable television, on the City website, and on the City Facebook page. This meeting is the first of three (3) scheduled budget workshops for the proposed FY 2023-2024 budget. Marino Councilman Grady Faulkner, Jr. Councilman Edward McKeon Councilman Darnell Ford Councilman Eugene Nocera Councilman Anthony Gennaro, Sr. Councilman Philip Pessina Councilman Vincent Loffredo Councilwoman Linda Salafia Also Present: Linda SK Reed, Clerk of the Common Council Office Kurt Scrivo, Middletown Police – Sergeant-at-Arms Hon. Benjamin D. Florsheim, Mayor Keisha Michael, Arts & Culture Coordinator Carl Erlacher, CPA, Finance Director Justin Carbonella, Youth Services Coordinator Damon Braasch, Assessor John Woron, Fire Chief Robert Kronenberger, Emergency Management Director Wayne Bartolotta, Central Communications Director CALL TO ORDER Deputy Mayor, Councilman Vincent Loffredo is serving as Chair for this budget workshop. He calls the workshop to order at 6:00 PM. The Councilmembers join in reciting the Pledge of Allegiance. The Chair begins the budget workshop presentations inviting spokespersons to the podium for each of the following items. 1. Mayor The proposed Budget for FY 2023-2024 was introduced and presented by Mayor Benjamin Florsheim, including details for the Mayor’s office. Councilmembers asked questions as needed. 2. Arts & Culture Arts & Culture Coordinator Keisha Michael presented the budget and responded to questions asked by the Councilmembers, as needed. 3. Town Clerk Finance Director Carl Erlacher, CPA presented the budget and responded to questions asked by the Councilmembers, as needed. 4. Treasurer Finance Director Carl Erlacher, CPA presented the budget and responded to questions asked by the Councilmembers, as needed. 4. Fire Department Fire Chief John Woron presented the budget and responded to questions asked by the Councilmembers, as needed. 8. Emergency Management Emergency Management Director Robert Kronenberger presented the budget and responded to questions asked by the Councilmembers, as needed 9. Central Communications Central Communications Director Wayne Bartolotta presented the budget and responded to questions asked by the Councilmembers, as needed.
