Approving the proposed FY 2023-2024 water billing schedule and the water use and meter charges B. Approving that Rogers Pylant is appointed as a regular member of the Planning & Zoning Commission to a term ending November 11, 2025, filling the vacancy created due to the resignation of Commissioner Hillary Thompkins on October 5, 2022. C. Approving that, since City money is used to provide wages and benefits for the Russell Library Executive Positions, and given the issues raised about those wages and benefits during the recent budget review process, the compensation and classification study to be performed by Baker Tilly US, LLC, as set forth and approved in Resolution No. 37-23, is hereby amended, expanding the scope of services to include a complete comparative review of the compensation and classifications of the Russell Library Executive Positions; and the Mayor is authorized to sign a contract amendment for the revised project, subject to review and approval as to content and form by the Office of General Counsel. D. Approving that Resolution No. 33-22 is rescinded and that the City of Middletown Common Council: (1) authorizes the Superintendent of Middletown Public Schools to apply to the Commissioner of Administrative Services for the PV panel project at the Farm Hill Elementary School; (2) authorizes the development of plans and specifications for the PV panel project at the Farm Hill Elementary School; (3) names the Farm Hill Elementary School Roof Building Committee to be in charge of the PV panel project at the Farm Hill Elementary School; and (d) approves that matching funds for this project will be appropriated from the City of Middletown’s General Fund. E. Approving the acquisition of a conservation easement over 28,773 SF of land located at Training Hill Road, Map-lot 48-0180 and approves the Mayor to execute and deliver the easement in the name of the City of Middletown, and to do any and all other acts to effectuate the foregoing, following review and approval as to content and form by the Office of the General Counsel. F. Approving that the City of Middletown proudly accepts the position of co-sponsor for this 2023 special event, the 26th Annual Cruise Night on Main Street along with the Central Business Bureau, a Division of the Middlesex Chamber of Commerce, and that this event be recognized as a special event and may be subject to applicable provisions of Chapter 218 (“Licensing and Peddling”) of the Middletown Code of Ordinances; that fees, including personnel for the Showmobile, shall be waived; that the City’s Public Works Department and its Parks Division, Recreation & Community Services Department, Economic & Community Development Department, Police Department, Fire Department, and Health Department are requested to each render all such assistance and support as may be required to ensure the public health and safety for this event; that the City of Middletown shall expend not more than $10,000 for said event without further Council approval; and that the organization receiving funding from the City be requested to file a report to the City indicating the expenses and accomplishments for the City of Middletown. G. Approving that the City of Middletown proudly accepts the position of Host Community for Middletown PrideFest; that the Public Works Department and its Parks Division, Recreation & Community Services Department, Economic & Community Development, Police Department, Fire Department, and Health Department are requested to each render all such assistance and support as may be required to ensure the public health and safety of the many participants; and that the costs and fees, including personnel and subsidiary expenses for the Showmobile shall be waived. H. Approving the American Rescue Plan Act Task Force’s recommendation for eligible administrative expenses to Middlesex Redemption Center in the amount of $8,000.00; and that the Mayor is authorized to prepare and execute any documents necessary to effectuate this American Rescue Plan Act grant funding, subject to approval as to content and form by the Office of the General Counsel. May 1, 2023 COMMON COUNCIL -- REGULAR MEETING Page 4 I. Approving the American Rescue Plan Act Task Force’s recommendation for eligible administrative expenses to St. Vincent de Paul in the amount of $27,700.00; and that the Mayor is authorized to prepare and execute any documents necessary to effectuate this American Rescue Plan Act grant funding, subject to approval as to content and form by the Office of the General Counsel. J. Approving the American Rescue Plan Act Task Force’s recommendation for eligible administrative expenses to Middlesex Chamber of Commerce in the amount of $1,488.00; and that the Mayor is authorized to prepare and execute any documents necessary to effectuate this American Rescue Plan Act grant funding, subject to approval as to content and form by the Office of the General Counsel. K. Approving the American Rescue Plan Act Task Force’s recommendation for eligible administrative expenses to Cross Street Training & Academic Center in the amount of $33,914.70; and that the Mayor is authorized to prepare and execute any documents necessary to effectuate this American Rescue Plan Act grant funding, subject to approval as to content and form by the Office of the General Counsel. L. Approving the American Rescue Plan Act Task Force’s recommendation to approve request for eligible administrative expenses to JDS Holdings, LLC in the amount of $7,606.40; and that the Mayor is authorized to prepare and execute any documents necessary to effectuate this American Rescue Plan Act grant funding, subject to approval as to content and form by the Office of the General Counsel. M. Approving the American Rescue Plan Act Task Force’s recommendation for eligible administrative expenses to 545 Main Realty, LLC in the amount of $28,825.00; and that the Mayor is authorized to prepare and execute any documents necessary to effectuate this American Rescue Plan Act grant funding, subject to approval as to content and form by the Office of the General Counsel. 10.
