Approving that the unexpended allocations of American Rescue Plan Act (ARPA) funds to the City totaling $920,000 be reallocated to the General Fund, as follows: 3045 American Rescue Plan 0100 Mayor -- 3045-01000-59200-0000-00000-2-21 000 American Rescue Plan Act -- $10,000 18500 Economic & Community Development 3045-18500-59200-0000-03015-2021-000 Econ & Comm/ Spring/ Summer Concerts -- $50,000 3045-18500-59200-0000-03137-2021-000 Econ & Comm/ Rebranding Campaign -- $160,000 22000 Public Works 3045-22000-59200-0000-95605-2021-000 Public Works/ Sidewalk Repair -- $700,000 TOTAL -- $920,000  B. Approving that the compensation and benefits for the mentioned Russell Library positions shall be as follows: (1) The salaries for the positions of Library Director & CEO, the Chief of Public Services Officer, and the Chief Administrative Officer shall remain frozen at the level of the current fiscal year, with a zero percent wage increase for fiscal year 2025. After fiscal year 2025, said positions may receive wage increases in accordance with CPI (Consumer Price Index) as released in November of the prior year. Said positions shall continue to piggyback all other benefits of the Defined, Executive Non-Bargaining City employees as set forth in the City’s Personnel Rules on pages 34-45; and (2) The salaries and benefits for the positions of Head of Finance and Head of Facilities & Security shall continue to piggyback those of the UPSEU union for fiscal year 2025 and in the future. C. Approving that in accordance with provisions in Section 21 (“Modification of Policy”) of the City of Middletown Personnel Rules for Defined, Non-Bargaining Personnel, effective April 16, 2021, that, given the severe and burdensome economic conditions now facing Middletown taxpayers, and since the City’s defined, non-bargaining employees have enjoyed back-to-back five (5) percent wage increases in both FY 2022-2023 and FY 2023-2024, Section 1 of the “Personnel Rules” is amended to provide that: The FY 2024-2025 compensation/compensation increase to be paid to defined, non-bargaining employees of the City of Middletown shall be 1.6%, which is approximately 50% of the effective 3.21% CPI rate as set in November 2023; that approval of this amendment is subject to a super majority vote of nine (9) Common Council members; and that, upon approval, defined, non-bargaining employees shall be advised of this policy modification in writing.
