COMMON COUNCIL MIDDLETOWN CONNECTICUT SPECIAL MEETING PUBLIC HEARING FY 2025-2026 WATER BILLING SCHEDULE, WATER USE, AND METER CHARGES MONDAY, MAY 5, 2025 6:45 PM MINUTES A Special Meeting of the Common Council of the City of Middletown, the public hearing for the FY 2025-2026 Water Billing Schedule, Water Use, and Meter Charges, was held on Monday, May 5, 2025, beginning at 6:45 PM. This meeting was a hybrid meeting with in-person participation in the Common Council Chamber and remote access via WebEx. The meeting was also live streamed on Facebook and the City webpage and was broadcast on local cable access television. Present: Councilwoman Jeanette Blackwell, President, Pro Tem. Call to Order Council President, Pro Tempore, Jeanette Blackwell assumes the role of chair in the absence of the Mayor and Council President. The Chair calls the meeting to order at 6:45 PM and welcomes everyone to the Common Council’s Special Meeting, the public hearing for the FY 2025-2026 Water Billing Schedule, Water Use, and Meter Charges. A. Pledge of Allegiance The Chair asks everyone to join in the Pledge of Allegiance. B. Council Clerk Reads the Call of the Meeting and Mayor declares call a legal call and meeting a legal meeting The Clerk of the Common Council reads the Call of the Meeting and the Chair declares the call a legal call and the meeting a legal meeting. 2. Public Hearing Opens The Chair opens the public hearing at 6:48 PM. The Chair explains that this public hearing is limited to the item on this agenda: the proposed FY 2025-2026 Water Billing Schedule, Water Use, and Meter Charges. Per the Common Council Rules, any member of the public wishing to speak, either in person here in the Council Chamber or online via WebEx, may do so by raising their hand or approaching the podium here in the Chamber. We ask that you keep your remarks to five (5) minutes and keep comments germane to the agenda topic. Also, please state your name and address for the record. A. Public Hearing Closes There being no public comment, the Chair closes the public hearing at 6:49 PM. 4. Meeting adjourned Councilman Steven Kovach moves to adjourn. Councilwoman Kelly Sweeney seconds the motion. There being no discussion, the Chair calls for a voice vote. The motion is unanimously approved with 10 aye votes. (AYES: Councilmembers Blackwell, Faulkner, Ford, Gennaro, Kovach, Loffredo, Mangiafico, Pulino, Salafia, Spatola, and Sweeney; ABSENT: Councilmembers Nocera and Pulino.) The matter is approved.
