Public Hearing – Closes 4. Resolution, Ordinances, Etc. A. Pursuant to the Charter of the City of Middletown, Chapter II (“Officers and Elections”), Section 8 (“Vacancy in Elective Office”), Paragraph E, and per notice of the Town Clerk, dated June 9, 2025 and Memorandum to the Common Council from Mayor Benjamin Florsheim,” dated June 9, 2025, the Common Council of the City of Middletown hereby acknowledges and declares that a permanent vacancy in the Office of the Mayor exists. B. Approving that, pursuant to the Charter of the City of Middletown, Chapter II (“Officers and Elections”), Section 9 (“Special Elections”), and as required by the Connecticut General Statutes, the Common Council of the City of Middletown hereby calls and warns that a Special Election shall be held for the Office of Mayor of the City of Middletown; and that pursuant to the governing provisions of the Connecticut General Statutes, (a) a Primary Election to select the Democrat and/or Republican candidate for the Office of Mayor of the City of Middletown, if needed, shall be held on Tuesday, September 9, 2025, and (b) a Special Election for the Office of Mayor of the City of Middletown shall be held on Tuesday, November 4, 2025. Approving, ratifying, and adopting the Tentative Agreement between the City of Middletown, Connecticut and Local 6457, United Public Service Employees Union, as negotiated, including all associated costs, covering the period of July 1, 2025 through June 30, 2026; and that the Common Council hereby approves the revised job descriptions of Manager of Arts & Culture, Salary Grade 12 - $34.28/hr - $50.75/hr ($71,302.40 - $105,560), to Salary Grade 13 - $36.40/hr - $53.83/hr ($75,712 - $111,966.40); Assistant Superintendent of Sanitation, Salary Grade 11 - $32.24/hr - $47.66/hr ($67,059.20 - $99,132.80), to Salary Grade 13, $36.40/hr - $53.83/hr ($75,712 - $111,966.40); and Manager of Senior Services Salary, Grade 13 - $36.40/hr - $53.83/hr ($75,712 - $111,966.40), to Salary Grade 16, $42.62/hr - $63.11/hr ($88,649.60 to $131,268.80). These job descriptions and associated salary grades will be effective and part of the classification plan as of July 1, 2025; and that the salary grade for those employees who hold these positions are hereby approved to UPSEU Local #6457 as follows: Salary Grade 13, Step 6 ($53.83/hr or $111,966.40 annually) 40 hours per week, for the Manager of Arts & Culture; UPSEU Local #6457 Salary Grade 13, Step 6 ($53.83/hr or $111,966.40 annually annually) 40 hours per week, for the Assistant Superintendent of Sanitation; and UPSEU Local #6457 Salary Grade 16, Step 5 ($59.00/hr or $122,720 annually) CBA required increase after 6 months to Salary Grade 16, Step 6, ($63.11/hr, which is an additional $4,274.40 impact for remainder of fiscal year) 40 hours per week, for the Manager of Senior Services. Said changes shall be effective as of July 1, 2025; and that the Mayor of the City of Middletown is hereby authorized to sign said Agreement on behalf of the City of Middletown. 5.
