COMMON COUNCIL MIDDLETOWN, CONNECTICUT SPECIAL MEETING SITE VISIT: CITY YARD AND PARKS DEPARTMENT OFFICES THURSDAY, AUGUST 14, 2025 5:30 PM MINUTES A Special Meeting of the Common Council of the City of Middletown, a site visit of City Yard and the Parks Department Offices, was held on Monday, August 25, 2025, at 6:00 PM. Present: Councilwoman Jeanette Blackwell Councilman Anthony Mangiafico Councilman Grady Faulkner, Jr. Councilwoman Linda Salafia Councilman Anthony Gennaro, Sr. Councilwoman Leslie Spatola Councilman Steven Kovach Councilwoman Kelly Sweeney Councilman Vincent Loffredo Also Present: Hon. Eugene P. Nocera, Interim Mayor Sergeant-at-Arm, Middletown Police Officer DiMassa Linda Reed, Clerk of the Common Council Absent: Councilman Darnell Ford and Jonathan Pulino Also Present: Landmark Architects: Paul Pizzo John Seres Public Works Department: Sal DiMauro, Local 466, Vice-President Nick Larosa, Building Supervisor Rob Miles, Asst. Superintendent of Street Barbara Knoll Peterson, Acting Director Vin Ruffino, Local 466, President Bob Russo, Superintendent of Streets Brian Young, Parks 1. Call to Order The Chair calls the meeting to order at 5:30 PM. He welcomes everyone to the Common Council Special Meeting, a site visit of City Yard (485 Washington Street) and the Parks Department Offices (319 Butternut). A. Pledge of Allegiance The Chair invites everyone to join and recite the Pledge of Allegiance. B. Council Clerk Reads the Call of the Meeting and Mayor declares call a legal call and meeting a legal meeting The Clerk of the Common Council reads the Call of the Meeting and the Chair declares the call a legal call and the meeting a legal meeting. 2. Tour of Public Works City Yard Facility (485 Washington Street) and Parks Division Offices/Facilities (319 Butternut Street), including Councilmember Question/Answer A. City Yard Toured Tradesmen’s Building, Garage, and Salt Storage Shed. Various staff presented information to Councilmembers, who also had the opportunity to ask questions. AUGUST 14, 2025 COMMON COUNCIL – SPECIAL MEETING Page 2 TOUR OF CITY YARD AND PARKS DEPARTMENT OFFICES B. Park Division Offices/ Facilities (319 Butternut Street) Toured facility. Various staff presented information to Councilmembers, who also had the opportunity to ask questions. 3. Workshop Concludes There being no further discussion, the Chair closes the presentation and Q&A session at 6:34 PM. 4. Meeting adjourned Councilman Anthony Gennaro, Sr. moves to adjourn. Councilman Anthony Mangiafico seconds the motion. There being no discussion, the Chair calls for a voice vote. The motion is unanimously approved with nine (9) aye votes. (AYES: Councilmembers Blackwell, Faulkner, Gennaro, Kovach, Loffredo, Mangiafico, Salafia, Spatola, and Sweeney; ABSENT: Councilmembers Ford and Pulino.) The matter is approved.
