ORDINANCE: amending Chapter 14 (“Boards, Committees, and Commissions”) of the Code of Ordinances of the City of Middletown, adding Article XXVI (“Middletown/Portland America250 Committee”), Section 14-84 through Section 14-87, inclusive. SEPTEMBER 16, 2025 COMMON COUNCIL – SPECIAL MEETING Page 2 B. Amending Resolution No. 156-2025, as adopted on September 2, 2025, which established the City’s Amerca250 Committee, (a) renaming the special committee the Middletown/Portland Ameica250 Committee, and (b) deleting the appointments to the Middletown/Portland American 250: Arrigoni Bridge Lighting Exploratory Subcommittee Committee, who shall be selected named by the members of the Middletown/Portland Ameica250 Committee pursuant to the governing ordinance as incorporated in the Code of Ordinances of the City of Middletown. C. ORDINANCE: City of Middletown -- Procurement Accountability and Compliance Ordinance a. Presentation of Proposed Procurement Accountability and Compliance Ordinance by Steven Mednick, Esq. b. ORDINANCE: amending the Code of Ordinances of the City of Middletown, adding the Procurement Accountability and Compliance Ordinance, amending Chapter 1 (“General Provisions”), amending Chapter 78 (“Purchasing”), and adding new Chapter 79 (“Contracts - Generally” Section 79-1 to Section 79-6, inclusive) to the Code of Ordinances of the City of Middletown. D. Approving that the agreement for property management services of Keating Historical Enterprise Park, 80 Harbor Drive, and 131 River Road, as awarded following the issuance of an RFP by the City to RWK Enterprises LLC is hereby approved for a period of one year (January 1, 2025 to December 31, 2025); that the Mayor is hereby authorized to sign all said agreement, subject to review and approval of all documents by the Office of General Counsel as to form and content; and that is hereby ordered that the Mayor shall instruct the appropriate Department Head and the Supervisor of Purchasing to immediately issue an RFP in accordance with the requirements of law, no later than October 1, 2025 with the objective of awarding a contract for property managements services; and, if a multi-year contract, submitting said contract to the Common Council for approval to be effective for one year (January 1, 2026 to December 31, 2026). 5.
