A. Approving, ratifying, and adopting the Tentative Agreement between the City of Middletown,
Connecticut and Local 466, Council #4, AFSCME, AFL-CIO, including the Memorandum of
Understanding, dated January 13, 2026, and all associated costs, covering the period of July 1,
2025 through June 30, 2029; approving, ratifying, and adopting the Tentative Agreement between
the City and BOE Local 1467 (BOE) Council #4, AFSCME, AFL-CIO including all associated costs,
related to insurance, pension, and life insurance provisions, which will be incorporated into the
contract; incorporating Appendix D of the City’s Pension Plan, with noted amendments, upon
approval of this Resolution; approving the amendments to the job descriptions of Housing Code
Enforcement Officer and Public Health Sanitarian Enforcement Officer in accordance with the
redlines provided as part of the TA packet, with no change in salary, and that these amended job

descriptions will be incorporated into the City’s classification plan upon approval of this Resolution;
and that the Mayor is hereby authorized to sign the Agreement between the City of Middletown,
Connecticut and Local 466, Council #4, AFSCME, AFL-CIO, on behalf of the City of Middletown
and to provide the agreed upon provisions of the Local 1467 TA to the Board of Education for
inclusion into its collective bargaining agreement.
B. Approving the following amendments to the Common Council of the City of Middletown’s Rules of
Procedure, effective November 2023 to November 2027:
(a) Amending Section I (“Agenda and General Meeting Procedures”) Paragraph 2 (“Proposed
Resolutions and Ordinance”), changing the submission deadline from the 21st day of the month
to the 23rd day of the month preceding the Common Council meeting in order to be included
on the agenda for the upcoming Common Council meeting;
(b) Amending Section I (“Agenda and General Meeting Procedures”) Paragraph 4 (“Special
Meeting: Questions to Directors Workshop”), Subparagraph B to read: A verbatim, or close
to verbatim, record of the Questions to Directors Workshop proceedings, which includes
documents submitted either in advance of the meeting or on the floor, shall be maintained by
the Common Council Clerk as the public record minutes in accordance with the
Connecticut Freedom of Information Act.
(c) Amending Section I (“Agenda and General Meeting Procedures”) Paragraph 11 (“Public
Comment”), Subparagraph D to read: A verbatim, or close to verbatim, record of the Regular
Meeting proceedings, which includes documents submitted either in advance of the meeting or
on the floor, shall be maintained by the Common Council Clerk as the public record minutes
In accordance with the Connecticut Freedom of Information Act.
(d) Amending Section II (“Common Council’s Community Public Meeting”) Paragraph 3 to read: A
verbatim, or close to verbatim, record of the Community Meeting proceedings shall be
maintained by the Clerk of the Common Council as the public record minutes. In addition,
a video recording of the public meeting shall maintained by the Clerk of the Common
Council in accordance with the Connecticut Freedom of Information Act.
(e) Amending Section V (“Decorum of Public for Common Council Meetings”) Paragraph Q to read:
A verbatim, or close to verbatim, record of the Councilmanic committee meeting
proceedings, which includes documents submitted either in advance of the meeting or on the
floor, shall be filed with the City/Town Clerk for the public record in accordance with the
Connecticut Freedom of Information Act.
