COMPLETE STREETS COMMITTEE CITY OF MIDDLETOWN December 10, 2018 Meeting Minutes In attendance: Beth Emery, Howard Reid, Tom Quirk, John Hall, Cindi Perugini, Cat Young, Lisa Liesener Review of minutes of November 2018 meeting: accepted Complete Streets website: 10/15/18 - CS would like to post on the City of Middletown’s website, however at this time the website is still in the updating stages. Deb Stanley mentioned her office (Parks and Recreation) fields calls from area residents and visitors regarding bike routes in the city. A goal of CS would be to participate and update biking and hiking routes on the website. The information must be user friendly and routes easy to follow. Ron reminded that Pedal Power has bike routes on their website. Middletown’s First official bike route: 12/10/18 – The route will be finalized once signage is installed. Newfield Street Corridor Path: 11/13/18 – Howard to present at the PW meeting on 11/14/18 and encouraged attendance if possible. 12/10/18 – The city will be moving forward with the design process. Cardinal Engineering has been hired to develop the design scope. The process is expected to move slowly but CS will follow it closely. Bike/Walk to School: 10/15/18 - Kat has volunteered to reach out to parents at the schools who will send letters to PW regarding issues they feel are important and assist with promoting CS goals. She will encourage participation in the Bike/Walk to School Programs. Bike to School Day is May 8, 2019 and Walk to School Day is October 17, 2019. Kat will work on coordinating efforts with the schools and city officials to promote these activities. 12/10/18 – Kathy Ellis has agreed to help. It was noted that the most successful past event happened when Enza Macri (Associate Superintendent of Schools) took charge. Wesleyan University Bike Share Program: 12/10/18 - The finalized data was provided to CS for use in pedestrian/bicycle traffic analysis. Overall the experience seems to have left a positive impression on Middletown and Weslayan University; though both will proceed with caution when considering another bike share company. Saybrook Road, East Main Street and Tryon Street Project: 10/15/18 - RFP has been submitted for bids. 11/13/18 - Howard noted there will be another public hearing before work progresses. 12/10/18 – Bids are due back in January and construction will begin sometime in 2019. Mayor’s Youth Council: no update. Sustainable CT: 10/15/18 - The City received a Bronze standing. According to the report, CS accounted for approximately 1/3 of the points achieved. There is a necessity to review the application to ensure those items listed are accomplished as identified and/or on the list to be completed. This is an opportunity for CS goals to be reviewed and coordinated with this award. Complete Streets Plan: 12/10/18 – The plan is not currently included in the city’s Plan of Conservation and Development. CS to work on ensuring the plan is incorporated into the new Middletown Plan of Conservation and Development due in roughly 14 months. The city will be hiring a new planner to begin creating the updated C&D plan. Community Calendar: No upcoming events Main St. Sidewalk Bump-outs: 11/13/18 - Tom Quirk noted the RFP for sidewalk bump-outs on Main St. was issued by the DOT. Tom will forward a link to the bid documents along with drawings from the West St. Bridge upcoming project. 12/10/18 – Tom to see if the successful bidder has been announced and see if rework at the Main St./Washington St. intersection was included in the plan. Long Lane Trail: The trail is mostly complete but will finish in the spring; CS to encourage a ribbon cutting New business for December: The following list of priority projects was developed to review/coordinate with Public Works: 1. Butternut Street Sidewalk (carry-over from 2018) 2. Newfield Street multi-use trail (carry-over from 2018) 3. Long Lane multi-use trail extension to downtown bike route. 4. Additional bike route(s) 5. Main Street Extension sidewalk from Main to Saybrook Rd project 6. Lights on the new Long Lane multi-use trail 7.
