City of Middletown Complete Streets Committee Meeting Minutes - Draft Monday, March 8, 2021, 7 PM Location: Online WEBEX Meeting PRESENT: Lisa Liesener, Laura Baum, Beth Emery, John Hall, Steve Bank, Zoemma Warshafsky, Mike Inglis Minutes from February 2021 approved New/Current Projects ● Collaboration with Traffic Unit (rep. Mike Inglis) o Mike Inglis has been with Middletown Traffic for about 10 years. Inglis talked about his work with the department and his observations about safety on Middletown streets. He talked about a three-stop sign installation on Farm Hill Road. Inglis said he could join the quarterly meetings this group has with Public Works and Planning. ● Bike Walk CT train-the-trainer opportunity o No updates. Ongoing project updates ● Spring St. one-way conversion o Action Items – Lisa will follow up with Mike Inglis and Chris Holden in a few days if we don’t hear about how their meeting (happening tomorrow) went. o Art project – Paddy McKenna reports that the city will be a fiscal sponsor for that project. The art could take place adjacent to the crosswalk, but the art can’t “replace” the crosswalk for safety purposes. McKenna will continue to work on this project and report back to this committee with progress. ● Newfield Corridor Trail update o Jan 2021 Minutes - John Hall went on a walk with the city from Lawrence School ballfield area to check out the area on 1/11/21. The group identified a rough 100 ft swath of space where they can do a survey. Others on the walk included Mike Doherty (Milone & MacBroom), Jane Harris, and Chris Holden. o John will follow up with Mike Doherty (Milone & MacBroom) to see if there are any updates on the survey ● Bike Friendly Middletown application o No updates this month. ● 2018-2020 Road Bond list 1 o Beth suggested that we keep the Road Bond on our agendas, but what's more important is that we keep a list on the agenda of upcoming projects that we know about. o Laura Baum created a google sheet and google map to show the roads that are part of the 2020 road bond. Previous years’ road bond lists were also added to the google sheet but not the map. She will send around an invite for a task force meeting tentatively scheduled for 3/22 at 9am to discuss the various roads. Reports from other pertinent regular meetings/events: ● Planning & Zoning o No updates. ● Local orgs: Middletown Health and Wellness Cmte; ECOIN o No updates ● National Bike Summit o Beth shared what she learned from the Lobby Day activities. The CT meetings all went well. Beth, in particular, made sure to mention the Central CT Loop Trail. o Laura shared a few take-a-ways from the sessions she attended ● Sustainable CT o No updates. ● Connecticut Transportation and Climate Initiative Coalition biweekly meetings o Lisa Liesener has been occasionally attending these meetings. - Next meeting: April 12, 2021, 7 p.m. – WebEx - Next quarterly Public Works/Planning deps.
