City of Middletown Complete Streets Committee Regular Meeting Minutes Monday, March 14, 2022, 7 PM Location: Online WEBEX Meeting Attendees: Laura Baum, John Hall, Lisa Liesener, Joe Samolis 1. New/current projects: - Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update - RiverCOG still doesn’t have the necessary paperwork for the grant - John continues to do parcel-level research 2. Ongoing projects: - Micro-Transit: bike share program RFP - Joe Samolis hopes to have more to report soon - Bike Friendly Middletown application -No updates 3. Reports from other pertinent regular meetings/events: - Middletown Health and Wellness Committee - No updates - ECOIN - Spring Free bike lane / oral history project is continuing to raise funds. Link here: www.patronicity.com/springfree - Sustainable Middletown - No updates - Sustainable CT - - No updates - MxChamber Environment and Infrastructure meeting - Baum reported on March meeting. Jeff Pugliese from the chamber is leaving this month to take another job. - Samolis talked about the new electric car chargers that have been installed in the Melilli lot. They replaced the previous first-generation chargers. They are level 2 chargers. 4. New Business: - Bike/Ped access between Miller Street and Cromwell along Route 9 - Discussed how to get this on the CS committee’s map - John will look into whether it has been included in the regional plan - April 23 gathering at Harbor Park - possible CS involvement - Plan to do a short bike ride along the river to Silver Street and back starting around 11:30am (before the event starts). - Possible use of ARPA funds for Complete Streets project(s) - Cmte will talk to Chris Holden about this at next PW/CS mtg - Applications are being accepted on a rolling basis but need to be encumbered by 2024 (Samolis). There is still about 18M available. 1 - Likely good locations for projects would be places where the project will benefit communities disproportionately affected by Covid-19.
