City of Middletown Complete Streets Committee Regular Meeting Minutes Monday, May 9, 2022, 7 PM Location: Online WEBEX Meeting Attendees: Laura Baum, John Hall, Lisa Liesener, Beth Emery, Chris Holden Minutes from previous meeting approved 1. Current/ongoing projects: - Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update Chris Holden reported that $350,000 was awarded for the Connector Study from the State in addition to the 500,000 awarded to the City. This money should cover the corridor study as well as design work. - Micro-Transit: bike share program RFP - no new updates. - Bike Friendly Middletown application - no new updates. - Bike/Ped access between Miller Street and Cromwell along Route 9 - got on RiverCOG planning documents - committee decided to remove this project from the agenda for the time. This spot should however be added to our CS master document as a priority pathway. - Possible use of ARPA funds for Complete Streets project(s) - we spoke about this at the last Quarterly meeting with the City. Tom put together sketches and submitted them to Chris Holden. He will look at them when he gets the time. 2. Reports from other pertinent regular meetings/events: - April 23 bike ride debrief - well attended - Middletown Public Schools Health and Wellness Committee - no new updates - ECOIN will meet with Brandon Chafee and the next meeting is moved to May 23rd. - Sustainable Middletown - no new updates - Sustainable CT - nothing new - MxChamber Environment and Infrastructure meeting - meetings being hosted by new person Sarah Mangillo - past chief of staff for Mayor Drew. 3. New Business: - Washington & DeKoven Dr intersection - pedestrian use of this intersection is very difficult as there is no clear way to cross this intersection on foot. - Lyceum Road - Chris H reported that Lyceum will be temporarily reopened due to public upset about the road’s closing. - Sidewalk at Main St. extension near Silver St. looks nice.
