City of Middletown Complete Streets Committee Regular Meeting Minutes Monday, November 14, 2022, 7 PM Location: City Hall Room 208 Attendees: Beth Emery, Laura Baum, John Hall, Lisa Liesener, Catherine Johnson, Chris Holden 1. Current/ongoing projects: ● Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update ○ Farmington Canal Trail update: The Middletown-Portland section study is tied up in OPM. Despite what we’d thought earlier, they may not approve of combining the two grants. ● Micro-transit (bikes/scooters) ○ The company seems to be happy with the usage numbers. The bikes and scooters will be removed from the streets for winter soon. Baum asked Holden if the city has a sense of who is using them (Wesleyan students/Wesleyan faculty or staff/Middletown residents/etc.). He said he could take a look and report back next month. ● Bike Friendly Middletown application ○ No updates. Cat Young would like to return to this when she has more time but if anyone is interested in taking it over, she’s happy to have them do so. ● Washington & DeKoven Dr intersection ○ Holden said he could try to have some more ideas for next time. ○ We may hear something soon from DOT about the Route 9 re-designs, so that could affect this particular intersection. ● Washington & Rte 3/Vine intersection work ○ No updates ● Complete Streets Leadership Academies ○ The city had their first meeting with the national organization this month to talk about the program. ○ The first “full cohort” meeting will be in the coming months. ○ The award gives the city the opportunity to spend $10,000-$15,000 for a quick-build demonstration project. ● Committee membership ○ No updates 2. Reports from other pertinent regular meetings/events: ● Middletown Public Schools Health and Wellness Committee ○ No updates ● ECOIN ○ No updates ● Sustainable Middletown ○ The city is pursuing recertification next August. 1 ● Sustainable CT ○ No updates ● MxChamber Environment and Infrastructure meeting ○ No updates 3. New Business: ● Recent road fatalities ○ Emery brought up the recent road fatalities in Middletown. The committee agrees it’s important for us to pay attention when these occur and try to get a sense of whether road design played a role and/or whether vulnerable users were affected. ● Guest: Catherine Johnson ○ Catherine Johnson addressed the committee to talk about some ideas and concerns, including the RiverCOG bike/ped plan, areas around Middletown in need of bridges and other connections, and an idea for a loop corridor going around Middletown.
