Regular Meeting Minutes
Monday, June 12, 2023, 7 PM

Attendees: Laura Baum, Howard Weissberg, John Hall,
Ayhan Assadourian, Lisa Liesener, John Yarmolovich, Serena Levingston
1. Current/ongoing projects:
● Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update
○ VHB has been selected as the consultant. Scope looks at gaps in trail to see how
best to address. Think study may begin in June.
● Saybrook Road (East Main to Tryon)
○ Project being split into 2 phases. Water main replacement part will go first and start
as phase 1.
○ Enlisting some additional enforcement and outreach to try and finalize with
remaining residents. Water folks are trying to schedule their work before the end of
the year; this part is not hindered by right of way restrictions.
● Saybrook Road (Randolph to Aircraft)
○ Rework of concrete sections headed toward P&W is in planning. Hope to be paving
that section in a year or two.
● Micro-Transit and Micro-mobility (bikes/scooters)
○ No bikes/scooters this year. No updates or information about what is going on with
the vendor.
● Bike Friendly Middletown application
○ John Yarmolovich would like to see Middletown become a Bicycle Friendly
Community and wants to learn more about the process. Laura will connect John and
Cat Young, who has done work on this previously.
● Washington & DeKoven Dr intersection
○ No information yet on when the next DOT public event will be related to Route 9.
● Washington & Rte 3/Vine intersection work
○ Crosswalks and lights are installed at the intersection.
○ John Hall will send Howard an image showing the area where we’d like to see
additional sidewalks in this area.
● Complete Streets Leadership Academies
○ The group has a meeting tomorrow and Howard can provide updates after that.
● Community Connectivity Grant application
○ Previously Howard had discussed possibility of city applying for Community
Connectivity Grant to improve sidewalk ramp accessibility in the area bordered by
High, Church, Broad, and Washington. However, the city ultimately decided not to
apply at this time and to focus on the work that needs to be done for Butternut Park
improvements (already funded).
○ City is looking forward to a full pavement management system inspection this
summer or early fall. Having a full inventory will help with a future application for

this area. They also might be able to address the High Street ramp/access issues on
the west side of High Street adjacent to Wesleyan University’s campus.
● Events
○ Bike Night
■ Ayhan sought additional feedback on this event, tentatively scheduled for
Sat, September 9, maybe with an 11:30am start. Howard pointed out that
closing down a city street is often factored into the city budget a year in
advance, so it might be hard for that to happen this year, but perhaps this
year could be a ride and next year they could do something more.
2. Reports from other pertinent regular meetings/events:
● ECOIN
○ No updates
● Sustainable Middletown / CT
○ Serena Livingston had questions about aspects of the application that we discussed
in detail. Laura will follow up with a memo about the Complete Streets map
updates and committee membership.
