City of Middletown Complete Streets Committee Regular Meeting Minutes Tuesday, October 10, 2023, 7 PM Location: WebEx Attendees: Laura Baum, John Hall, Dennis Law, Zoemma Warshafsky, Howard Weissberg, Tom Quirk 1. Current/ongoing projects: ● Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update ○ Contract with VHB has been finalized and the route study of section in Middletown and Portland can get underway. ○ $2M bond funding awarded with the help of State Senator Matt Lesser to construct project and should be matched by federal funding. Study estimated to take 18 months. ○ Kickoff meeting to be scheduled very soon. Howard and John to attend and stress the need to include good details at the right areas. ● Saybrook Road (East Main to Tryon) ○ Met with Cardinal Engineering and provided them some new direction to move forward without requiring easements. They need a few weeks to redesign and then they will have a public meeting and put the project out to bid in April. ○ Project could then start in July and end November the following year. ○ The waterline project is still on schedule. ● Saybrook Road (Randolph to Aircraft) ○ Purchase order to sealing contractor has been issued. ● Bike Friendly Middletown application ○ John Yarmolovich has been reviewing the materials. ○ No updates. ● Route 9 ○ Draft plan being circulated internally before going public. Concerns about rerouting traffic going to Portland down Main St (through 6 lights) due to exit closure. Current plan has not been formally presented to the council yet; after council review it can be posted publicly. ● Washington & Rte 3/Vine intersection work ○ On the list of things to do. Want to wrap it into the High St. project (which includes sidewalks, ramps, etc) ● Complete Streets Leadership Academies ○ Pedestrian level crosswalk lighting trial going well. Howard was onsite seeing how it functioned in real life. They will try and arrange a promotional event next Thursday to highlight the pilot program. ● Events 1 2. Reports from other pertinent regular meetings/events: ● ECOIN ○ On Oct 30 they will have a speaker on climate change. ○ On November 28 they will have a speaker Kristen Marques to speak about the riverfront redevelopment. ● Sustainable Middletown / CT ○ Middletown was awarded Silver! ● CS & PW meeting ○ Will schedule a meeting this month to review upcoming road project to incorporate CS priorities into the designs. 3.
