City of Middletown Complete Streets Committee Regular Meeting Minutes Monday, November 13, 2023, 7 PM Location: WebEx Attendees: Laura Baum, John Hall, Dennis Law, Zoemma Warshafsky, Howard Weissberg, Tom Quirk, Ayhan Assadourian, Dennis Law, Candice Day - New Middletown Resident 1. Current/ongoing projects: ● Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update ○ There was a kickoff meeting and route tour. John was at the meeting. Howard attended the tour. PW will have an internal meeting to review some of the sites that might have issues. ○ Following the original trolly path is not possible in some areas. ○ 23 mile route from Portland to Cheshire with 7 miles built, funded or planned. ○ Milestone schedule being created now. ○ Expecting public meeting on route in about 1 year. ● Saybrook Road (East Main to Tryon) ○ Redesign nearly complete by Cardinal Engineering, ○ PW working on scheduling a public meeting ASAP ● Saybrook Road (Randolph to Aircraft) ○ Contractor began crack filling ○ Will use mastic for larger cracks in a week or two ● Bike Friendly Middletown application ○ John Yarmolovich has been reviewing the materials. ○ No updates. ● Route 9 ○ Temporary closure of DeKoven exit (23B). ○ Miller St. entrance: Will start in April. ○ Pedestrian Bridge: DOT in preliminary stages of design at the moment. ○ Signal Removals: PW working with DOT to coordinate design to incorporate concerns from the town. In concept design now. ○ Will hold a public information meeting sometime early next year. ● Complete Streets Leadership Academies ○ Ped scale crosswalk lighting test case. Howard filed report with DOT, awaiting feedback. ○ PW wants to extend trial period through the winter to maximize benefits. Had great media coverage local and state-wide. ● Events ○ Ayhan is going to try and merge his bike event with the Earth day festival; will work with Reboot Eco 1 ○ River Valley Transit is having a Bus Try it Day on Thursday 11/16/23 (free rides to public, will provide information on how to use the bus system) 2. Reports from other pertinent regular meetings/events: ● ECOIN ○ Meets last Monday of every month. ○ On November 28 they will have a speaker Kristen Marques to speak about the riverfront redevelopment. ● Sustainable Middletown / CT ○ Town achieved silver and no further actions required for about 1 year 3. New Business: ● Ridgewood Road traffic/safety ○ Discussion of safety issues on Ridgewood Road. It has a 30 mph speed limit but high speed traffic makes it feel unsafe for people walking. ● Traffic calming toolbox ○ PW looking at low cost quick implementation projects. Howard has may methods that he will organize and compile into a reference guide. ○ 10' lanes for slow traffic roads; don't like to go below that. ○ Mobile radar speed trailers ● Public Works ○ CS & PW meeting was held between Howard, John, and Laura. They will have a follow-up meeting soon. ○ Howard is working to make a connection with CS and Middletown Police Department. ● Meeting concluded at 8:08pm Notes: - Next meeting: Monday, December 11, 2023, 7 PM (WebEx) - Next quarterly Public Works/Planning depts.
