City of Middletown Complete Streets Committee Regular Meeting Minutes Monday, February 12, 2023, 7 PM Location: WebEx Attendees: Lisa Liesener, John Hall, Laura Baum, Howard Weissberg, Ayhan Assadourian, Beth Emery 1. Current/ongoing projects: ● Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update ○ New advisory cmte mtg coming up ○ Proceeding with ground work ○ Newfield Corridor Trail - 1 mile stretch - John asked if SLR is going forward on their work. Howard can reach out to Chris and Tom about this. ● Saybrook Road (East Main to Tryon)Water Dept is finishing up their portion ○ Working with consulting engineer to finalize the plans and get a meeting scheduled ● Saybrook Road - Randolph to Aircraft ○ More work in the spring ○ Hope to have funding available to cap the concrete base with a membrane and then and overlay ● Bike Friendly Middletown application ○ John Yarmolovich has been reviewing the materials. ○ No updates. ● Route 9 ○ https://mahaddad.wescreates.wesleyan.edu/rt9/ ○ Open House, not a workshop ○ Parking lot opening up on Rapallo ○ VHB Parking Study for downtown should be released soon ● Ridgewood Road ○ Going to pave it this coming year. They'll put in white edge lines. Howard could put the reflective tabs up again. Where practical, could do 10' lanes. Doing same things on Country Club Road ● Traffic calming toolbox ○ No updates ● Events 2. Reports from other pertinent regular meetings/events: ● ECOIN ○ Planning to initiate conversations with the business community to try to increase the activity down on River Road. ○ City is also looking at this and River Road to tie into Eastern Drive ● Sustainable Middletown / CT 1 ○ No updates 3. New Business: ● Automated Traffic Enforcement ○ Discussion of “what’s a pedestrian safety zone” ● Safe Streets and Roads for All (SS4A) grant ○ Saybrook Road is part of the grant, larger improvements will be coming with that ○ Would like to go out to RFP in the fall, consultant on board in spring Notes: - Next meeting: Monday, March 11, 2024, 7 PM (WebEx) - Next quarterly Public Works/Planning depts.
