City of Middletown Complete Streets Committee Regular Meeting Minutes Monday, March 11, 2023, 7 PM Location: WebEx Attendees: John Hall, Laura Baum, Howard Weissberg, Beth Emery, Susan Sienko, John Yarmolovich 1. Current/ongoing projects: ● Air Line Trail – Farmington Canal Trail (ALT-FCT) Connector Study Update ○ Advisory cmte met last month and will be meeting every other month ○ There should be a public meeting in September or thereabouts ○ They’re looking at connection points with the Portland bridge and also along the Meriden line ● Saybrook Road (East Main to Tryon)Water Dept is finishing up their portion ○ Working with consulting engineer on some fiscal issues still ● Saybrook Road - Randolph to Aircraft ○ No updates ● Bike Friendly Middletown application ○ John Yarmolovich has been talking to Cat to understand what she’s done already ● Route 9 ○ Committee debriefed the public open house ○ There may be a public meeting on April 30 at Wesleyan ● Ridgewood Road ○ Going to pave it this coming year. They'll put in white edge lines. Howard could put the reflective tabs up again. Where practical, could do 10' lanes. Hope to do same things on Country Club Road. ● Traffic calming toolbox ○ Howard is working on doing it himself and should have a draft for next month's meeting ○ We have a CS policy, but we don't really indicate what that means. ○ What types of techniques can we use (enforcement, engineering, education) ○ "Speed Trailers" The traffic speed signs that city got from DOT are massive and hard to move around ■ Susan says they had minimal impact when they were outside her house on Ridge Road for two summers. ● Automated Traffic Enforcement discussion (CTDOT resources link) ○ A group of interested folks will be meeting tomorrow evening to discuss ● Safety Streets and Roads for All (SS4A) grant ○ They can do consultant selection earlier than expected. Maybe start RFP process ○ Planning/Land Use is working to get the paperwork together ● Events 1 2. Reports from other pertinent regular meetings/events: ● ECOIN ○ River Road accessibility work (between Union Street and Silver Street) ● Sustainable Middletown / CT ○ No updates 3. New Business: ● Ridge Road ○ Classified as "local road" ○ Very wide ○ Surrounding roads have sidewalks ○ Susan shared her concerns about speeding and safety issues generally. Suasn has lived on Ridge almost her whole life and even her parents had tried to talk to various mayors about fixing the issues. Commute hours are the worst. She'd love, once a quarter, to have a patrol car come out and write some tickets. ○ As noted above, the speed display signs didn't seem to make much of a difference. She's worked with the police to try to increase enforcement. ● City doing full pavement inventory ○ Beta Group is the name of the company ○ Howard’s willing to share data if someone from Wesleyan is interested Notes: - Next meeting: Monday, April 8, 2024, 7 PM (WebEx) - Next quarterly Public Works/Planning depts.
