CITY OF MIDDLETOWN DESIGN REVIEW AND PRESERVATION BOARD Department of Planning, Conservation, and Development REGULAR MEETING MINUTES September 11, 2019 6:00 PM Council Chambers, City Hall I. Call to Order at 6:05 II. Public Comment for Items on the Agenda: None III. New Business: None IV. Old Business a. Wesleyan University -238 Church Street Construction and Renovation. Michael Rosali from Wesleyan introduced Joe Schiffer and Nathan Rich who are architects for the 238 Church Street Project. They reviewed the design of both the Public Affairs Center (PAC) building and addition and the art gallery that is between Olin Library and the existing PAC building. Maria Holzberg did not recommend approval of the design stating it was not in keeping with the architecture of the surrounding buildings which are historic in nature. Jeff Bianco stated the design didn’t fit with the current context of the university, too many new ideas within the design. The sloped roof on the art gallery is an issue and should be flatter. The PAC Building addition, Bruce Plumely made a motion to accept the design of the PAC Building Addition, seconded by Brian Kronenberger, with the friendly amendment to adjust the windows to complement existing windows on other buildings. Jammie Middleton agreed that the windows seemed to be out of place. Motion passed with the friendly amendment 4 for and 1 against. The Art gallery connector was tabled till the next DRPB so that it can be redesigned before the Planning and Zoning meeting. V. Public Comment for Items not on the Agenda: None VI. Approval of Minutes from 8/14/19 by Brian Kronenberger, seconded by Jammie Middleton, approved. VII.
