The meeting was called to order at 5:05pm.

4.1. Signage review and exterior elevation review for the new construction of a
retail establishment located at 502 and 550 Highland Avenue.
Applicant/Agent: Stone Point Properties, LLC/Richard Carella. SPR2022-
181.
Attorney Rich Carella introduced the application. Guy Hesketh and his team reviewed project
consisted of the new building, parking lot, utilities, lighting, landscaping, signage, and a
retaining wall.
The landscaping plan included screening of staggered evergreens at the front and the rear will
maintain the existing buffer which includes an evergreen mixture and a large tree canopy. Street
trees will be added along both South Main Street and Highland Avenue frontages.
The front facade has an entrance vestibule which will have a composite redwood with black
aluminum framing with glass panels. A secondary feature will be at the second entrance. The
façade begins with a stone veneer, then water table detail with a brick veneer painted aspen
white above. Architectural panes will have horizontal and vertical banding. With a cap with an
aluminum edge flashing. A canopy will cover the sidewalk.
The signage will consist of free standing signs along Highland Avenue and South Main Street
which will be an opaque red wit lettering and the circle illuminated.
Motion to approve the proposal with the conditions that sidewalks be added along Highland
Avenue, the façade be wrapped onto the east and west sides of the building and the parking lot

lights will be lowered along Highland Avenue.

4.2. Discussion with riverfront consultant
Mike Aziz, Cooper Robertson reviewed the next steps for the riverfront planning effort which
includes an analysis of the existing zoning codes and any necessary changes and the drafting of
design guidelines for the riverfront development area. He described several concepts for various
sections of the plan.
