In attendance: Brian Kronenberger, Marilyn Mills, Jammie Middleton, Christina Wasch, Bruce

1. Call to Order
The meeting was called to order at 6:03 pm.
2. Public Comment for Items on the Agenda
Chairman Kronenberger recognized the late Maria Madsen Holzberg and her contribution to the
Design Review and Preservation Board and the City of Middletown as a whole.
3. Old Business
3.1 Final adoption of the Riverfront Design Guidelines.
Director Kozikowski opened the discussion to finalize the last step to adopt the Riverfront Design
Guideline for a riverfront master plan area. These guidelines will layer on top of the existing
guidelines for the city as well as the zoning code as a whole.
Motion to adopt the Riverfront Design Guidelines as prepared

4. New Business
4.1. Proposed expansion of an 8,665 sq. ft. addition to the YMCA facilities located at 85 Union
Street. Applicant/Agent: Richard D. Carella/Updike, Kelly, & Spellacy. SE2024-4
Richard Carella, of Updike, Kelly and Spellacy, along with Michele Rulnick of the YMCA, Rocco
Pettico of QA+M Architecture, and Kate Montgomery of FHI presented the proposal. The proposal
included a 8,600 sq. ft. expansion of the north side of the YMCA building and modifications to the
daycare outdoor play area, sidewalks, landscaping and driveway/parking lot.
A discussion ensued.
Motion to approve the design subject to the applicant returning with final materials and colors of the
building and fencing and return with the proposed signage.
