LOCATION: COUNCIL CHAMBERS, CITY HALL In attendance: Brian Kronenberger, Lee Godburn, Marilyn Mills, Bruce Plumley, and Wendy Smith. Staff: Marek Kozikowski, Director. 1. Call to Order The meeting was called to order at 5:06 pm. 2. Public Comment for Items on the Agenda None. 3. Old Business 3.1. Proposed two new halo illuminated torch signs to be installed on the second story of the building located at 291 Main Street in the B-1 zone. Applicant/Agent: Darcie Roy/National Sign Corp. SPR2024-160. The applicant withdrew the application. 3.2. Proposed two new halo illuminated torch signs to be installed on the fourth story of the building located at 315 Main Street in the B-1 zone. Applicant/Agent: Darcie Roy/National Sign Corp. SPR2024-161. The applicant withdrew the application. 4. New Business 4.1. Proposed exterior renovations – roofing, doors, windows, chimneys, and install new gutters at 276 High Street in the DVD zone. Applicant/Agent: Jeremie Veilleux/Veilleux Enterprises, LLC. SPR2024-173. Cheryl Newton, architect on this projected, presented the application. Ms. Newton stated that they have been working on this project since 2018. Right now they’re looking to do the exterior renovations of replacing the roof, the gutters, the windows and some of the exterior doors. They want to make the building weather tight, safe and easy to maintain. Ms. Newton presented the materials they will be using. For the roof they will be using an architectural asphalt shingle. The color is pewter. They will be extending the roof down to the new gutter. The windows will be Marvin windows. They will be replacing the steel doors with hardware that actually closes. Bruce Plumley asked what the current windows are. Ms. Newton answered that the current windows varies. Page 1 of 4 since it’s a 1700s building. Brosco windows, double-hung, single pane glass. There are also vinyl windows. Brian Kronenberger expressed his concerns about the proposed new gutters. He would like to see the gutter design as it originally was. Mr. Kronenberger also stated that if there are existing windows that can be restored, he would prefer that. Mr. Kronenberger also stated that replacing the vinyl windows with the Marvin windows would be acceptable. Bruce Plumley made a motion for the project to proceed with the following conditions: 1. The Yankee Gutter should be maintained. 2. Keep the door leading out into the vestibule. 3. Any windows of the historical period need to be preserved. Seconded by Lee Godburn. Passed unanimously: 5-0. 4.2. Proposed new construction of a new eleemosynary building to include a soup kitchen, a warming center, office space, and 16 studio apartments located at located at 12, 20, and Map-Lot: 22-0263 Liberty Street in the B-1 zone. Applicant/Agent: Sean Donadio/Northeast Collaborative Architects. SE2024-11. Maryellen Shuckerow, Executive Director of St. Vincent de Paul, presented the application. Ms. Shuckerow stated that the first floor of the building will be a face of inset stone. Above that will be a colored stucco. Brian Kronenberger asked what color the inset stone will be. Ms. Shuckerow answered it will be a grayish green color. The stucco will be a light color. The windows will be black aluminum windows. Mr. Kronenberger asked about the sign. Ms. Shuckerow answered the sign will be made of a metal aluminum in our corporate colors. Our purple and gold logo will be facing the Liberty Street side. There will also be a vinyl coated chain link fence. Lee Godburn requested that the applicant return to the Board with colors and samples of materials of the building, sign designs, and a landscape design. Brian Kronenberger stated that he has no issue with the width of the building. Motion to accept the width of the building and to return to the Board with samples of the colors, the stone, landscape plan, gate plan, and signage. Moved by Lee Godburn, seconded by Wendy Smith Passed unanimously: 5-0. 4.3. Page 2 of 4 645 Main Street in the B-1 zone. Applicant/Agent: Richard Carella/Updike Kelly & Spellacy. SE2024-12. Attorney Rich Carella, Updike, Kelly and Spellacy, presented the application. Atty. Carella explained that a twenty four hundred square foot green house is being proposed at the corner of Main Street and Grand Street. The greenhouse will comprise of glass and steel. This will be used for urban horticulture. This won’t be for public use. It will be used for CHC purposes. Sarah Greenley, of Growspan Greenhouses, explained that the main framework of the structure will be a triple galvanized steel. The structure that will hold the roofing system will be made of aluminum, silver-toned. The glass will be all clear. Ms. Greenley explained there will be passive ventilation from the roofing system. There will be a natural gas heater inside of the structure. Brian Kronenberger stated that he would like to see what the heater looks like and where it will be in the greenhouse. Atty. Carella answered that the heater will be located on the south side of the greenhouse where it won’t be seen from public view. Atty. Carella added that there is no signage proposed. Atty. Carella continued to discuss the landscaping plan. They will be adding three street trees. The current plantings will remain. From Main Street you will see plants inside the greenhouse. Along Grand Street will be they hydroponics systems area. The Board discussed the aesthetics of the greenhouse and determined that it wouldn’t be detrimental to Main Street. Motion to approve the greenhouse. Moved by Marilyn Mills, seconded by Bruce Plumley. Passed unanimously: 5-0. 4.4. Adoption of the 2025 Meeting Calendar Motion to approve the calendar as written. Moved by Lee Godburn, seconded by Wendy Smith. Passed unanimously: 5-0. 5. Minutes 5.1. Minutes of the April 10, 2024 meeting Bruce Plumley stated that he was at the meeting but was not listed in attendance. Motion to approve the minutes. Moved by Lee Godburn, seconded by Bruce Plumley. Approved by Concensus. 5.2. Minutes of the July 10, 2024 meeting Motion to approve the minutes as written. Moved by Lee Godburn, seconded by Bruce Plumley.
