City of Middletown, CT Economic Development Committee Minutes from the Economic Development Committee Special Meeting June 16, 2022 Meeting was conducted both via video conference call and in person in Room 208 Present: V. Loffredo, J. Blackwell(Remote), P. Pessina (Remote), E. McKeon Absent: T. Gennaro Executive: Staff: B. Knoll Peterson, T. Marano Council: Meeting Minutes 1. Call to Order: Chairman V. Loffredo called the meeting to order at 7:00 PM 2. Minutes Special Meeting of May 17, 2022: E. McKeon made a motion, seconded by P. Pessina to approve the minutes of the Special Meeting of May 17, 2022. Vote: Unanimous in favor of the motion. 3. Public Session: No members of the public spoke. V. Loffredo closed the Public Meeting 4. Communications: B. Knoll Peterson reported the City is in contract negotiations with Bird Ride Inc., a bicycle ride sharing company that leases electric assist bicycles. 5. Old Business a. Update: $55 Million Bond - B. Knoll Peterson reported on the amounts left in the various accounts. There is $29.0 million (82.5%) left in the bond authorization. b. Update: Arcade Development New RFQ - B. Knoll Peterson reported the Mayor is forming a RFQ review committee, and hopes to have the final reviews conducted in July. The committee will comprise the Mayor, Chief of Staff, directors of ECD and Land Use, Chamber and Councilmen Loffredo and Pessina. 1 c. Update: Riverfront Master Plan - B. Knoll Peterson reviewed the plans for the public kick-off on July 2nd. d. Update: 80 Harbor Drive - B. Knoll Peterson reviewed the progress of the reconstruction of this building. Vote: There was no vote taken on any of these items 6. New Business a. Historical Structure Rehabilitation Tax Stabilization Agreement (HSRTSA) – 135 High Street, David Fowler - B. Knoll Peterson presented the HSRTSA application for this historic home. David Fowler, its owner, discussed the history, construction issues and rehabilitation costs for making this building habitable. The members discussed the application and noted it has to be reviewed again by the DRPB for abatement purposes before the EDC can take action on the application. Vote: There was no vote taken b. David Roan – Proposal for 206 Incorporated – No action was taken on this item as Mr. Roan did not attend the meeting to discuss it. c. Music Venue Promoter - B. Knoll Peterson discussed the project for informational purposes. The owner, Mr. David Muller, is seeking ARPA funds to build a theater. To date he does not have a site for it. Vote: There was no vote taken d. Keating Floor Plan and Earmark – B. Knoll Peterson presented the current floor plan for the Keating Building which shows the map of where the tenants are located. She discussed the funding for the upgrades to the building. They are $2 million in State bonding and a $1 million federal earmark. Vote: There was no vote taken. Adjournment: V. Loffredo made a motion, seconded by E. McKeon, to adjourn the meeting. Vote: Unanimous in favor of the motion Chairman Loffredo adjourned the meeting at 8:05 pm 2
