MINUTES
A Special Meeting of the Economic Development Committee of the City of Middletown was held on Tuesday, June 25 th 2024 at 5:30
PM. This meeting was a hybrid meeting with in-person participation in Room #202 of the Municipal Building and remote access via
WebEx.
Committee Members Present: Chairman Vincent Loffredo, Councilwoman Jeanette Blackwell, Councilman Steven Kovach, and
Councilwoman Linda Salafia
Staff Members Present: Christine Marques, Brian K. Gartner Jr
Members of the Public Present: Marco Gaylord, Director of Operations, Middletown Board of Education
1. Call to Order - Chairman V. Loffredo called the meeting to order at 5:35 PM.
2. Approval of Minutes – None
3. Public Session – None
4. New Business - None
5. Old Business
a. Proposed lease agreement for The Middletown Board of Education at R.M. Keating (180 Johnson Street).
Discussion – Marco Gaylord addresses the committee on the BOE’s current arrangements for storage. He has
been authorized by the BOE to negotiate this agreement with the following caveats; if a zero dollar lease is not
obtainable, he is only authorized to negotiate to an amount to not exceed what they are currently paying U-
Haul for storage. They are currently renting 1000 SQ. FT. of space from U-Haul on Newfield Street for
approximately $9,300.00 a year. They are also utilizing the former Keigwin School, and its grounds for storage
as well.
Motion to APPROVE the proposed lease is made by Chairman Loffredo and seconded by Councilman Kovach.
Motion to MODIFY the agreement from $3.00 a SQ. FT. to $1.50 a SQ. FT. at an increase of 5% annually is
made by Chairman Loffredo and seconded by Councilman Kovach.
Motion PASSED with one opposed (Councilwoman Salafia).
b. Departmental Updates - None
6. Adjournment - Having no further business in front of the committee this evening the committee moved to adjourn.
