Call to Order and introductions a. Chair Loffredo called the meeting to order at 5:30PM 2. Adoption of the agenda a. Motion to adopt the agenda i. Motion made by Deborah Kleckowski ii. Seconded by Paul Zakarian iii. Discussion: none iv. Vote: Unanimously approved to adopt the agenda 3. Discussion and review of the minutes from the July 25th, 2024 Special Meeting a. Motion to approved the meeting minutes i. Motion made by Deborah Kleckowski ii. Seconded by Kelly Sweeney iii. Discussion: none iv. Vote: Unanimously approved the minutes of the special meeting 4. Discussion and review of the time card of the committee secretary from 7/25/24-8/14/24 a. Motion to adopt the approve the time card of the committee secretary i. Motion made by Councilman Gennaro  September 1st, 2024 Page 2 ii. Seconded by Deborah Kleckowski iii. Discussion: none iv. Vote: Unanimously approved the time card of the committee secretary 5. Update and discussion on the Farm Hill P/V Panel Project a. Ken Linsley Update: i. Acquired necessary signatures ii. Ready to proceed to PCR’s iii. Will need the signature of the Building Committee Chair on document 042 after review and approval of the committe. iv. Next steps include to plan completion review meeting with state delegates, following this we will be approved to go out to bid b. Motion to approve the Committe Chair to sign off on appropriate documents, document 042 of the plans for the Farm Hill P/V Panel Project i. Motion: Deborah Kleckowski ii. Second: Paul Zakarian iii. Discussion: none iv. Vote: Unanimously approved 6. Update and discussion on the Snow School Roof Building Project a. Ken Linsley Update: i. Acquired necessary signatures ii. Ready to proceed to PCR’s iii. Will need the signature of the Building Committee Chair on document 042 after review and approval of the committe. iv. Next steps include to plan the completion review meeting with state delegates, following this we will be approved to go out to bid v. Discussion: none 4. Vote: Unanimously approved b. Ken Linsley update: i. The Department of Administrative Services Meeting will be virtual and committee members will be invited. 7. Update and discussion with SLR Environmental Consulting on the MHS Turf and Track Project. a. Kevin Fuselier update: i. MHS Project moving forward according to plan. Some project updates that occurred include: 1. Removal of protective layer 2. Striper coming tomorrow, 8/16/24 for line painting  September 1st, 2024 Page 3 3. Meeting with Athletic Director and Track Coach tomorrow at 3pm to review painting after completion 4. Project should be concluded by next Friday with only some punchlist items remaining 5. Need to determine a date for maintenance training 6. HI Stone will be conducting a full G-Max report. Until this report is conducted, the turf and track should not be used a. Elisha De Jesus agreed and stated the track would not be used until the G-Max report was completed and cleared. 7. Goal Posts will be placed in by next Friday 8. Review, discussion and possible action on the HI Stone Application for Payment # 3, dated August 2, 2024 for a total of $673,692.50 for their continued work on the Middletown High School Turf and Track for work completed through July 31, 2025 a. Motion to approve Application for Payment #3, updated for a total of $660,630.00 i. Motion: Deborah Kleckowski ii. Second: Paul Zakarian iii. Discussion: The application for payment was reduced as the Board of Education paid for some of the replacement of wooden boards and the protective layer in an emergency Purchase Order iv. Vote: Unanimously approved for the payment application of $660,630.00 to HI Stone b. Motion to review and consider payment for Application for Payment #4 to HI Stone for contracted work completed through August 14th, 2024 on the MHS Turf and Track for a total of $221,445.00 i. Motion to approve the payment: 1. Kelly Sweeney 2. Second: Deborah Kleckowski 3. Discussion: None 4. Vote: Unanimously voted to approve application for payment #4 9. Update and Discussion on the Indoor Air Quality Grants for the common areas of four (4) Middletown Public School Building at Bielefield, Farm Hill, Snow and Moody Elementary Schools a. Update from Marco: i. Currently working with O&G Construction for an estimate along with other state approved vendors to assist with engineering and bidding on the project for the portions that are not covered by the grant. ii. This is only the first round of indoor air quality grants. The district intends to apply for additional related grants as they become available. 10. Future Business a.
