Councilman McKeon called the Finance & Government meeting to order and requested a motion to approve the June 2, 2021 and June 30, 2021 minutes. Councilwoman Carta motioned to approve, Councilwoman Salafia second; unanimously approved. Councilman McKeon made a motion to amend the agenda, remove item 2 from OGC/Human Resources. Councilwoman Salafia second; unanimously approved. 2. Public Comments on the Agenda – none 3. Items submitted for discussion:  Public Works – Resolution requesting approval of proposed Sanitation Depreciation Fund budget, totaling $ 400,000 Councilwoman Salafia motioned to approve the resolution requesting approval of the proposed Sanitation Depreciation Fund, totaling $ 400,000, Councilman Nocera second; unanimously approved.  Central Communication – 1) Appropriation Request totaling $9217.01 for replacement OT FY 20/21 shortfall; 2) Appropriation Request totaling $5558.60 for Paid Holiday shortfall. Councilwoman Salafia motioned to put forward the appropriation request totaling $9217.01 for replacement OT FY 20/21 shortfall due to unexpected situations that have come up during the Covid19 Pandemic, Councilman Nocera second; unanimously approved. Councilman Nocera motioned to approve the Appropriation request totaling $5558.60 for paid holiday shortfall due to the added holiday of Juneteenth. Councilwoman Salafia second; unanimously approved.  BOE- Request to purchase championship rings for the MHS Ultimate Frisbee Team, totaling$ 6087.00  Councilwoman Salafia motioned to approve the amendment to reimburse the BOE for 50 percent of the cost to purchase 39 Championship Rings for the MHS Frisbee Team. Councilman Nocera second; unanimously approved.  OGC/Human Resources – Appropriation Request totaling $ 20,000.00 for Police Accountability Law, in accordance with July Special Sessions Act 20-1. Director Richardson states that during budget cuts it was removed to try to get a 5% decrease, even though it is a mandatory expenditure. Councilman Nocera motioned to approve the Appropriation Request totaling $ 20,000.00, Councilwoman Carta second; unanimously approved.  PCD – 1) Resolution requesting approval for Mayor to sign necessary documents effectuating the donation of 8.07 acres of open space, abutting Smith Park, on Country Club Road; 2) Resolution requesting approval to name 83 acres of open space, off Route 17, the “Allison M. Wilson Nature Preserve;” 3) Resolution requesting approval to name 39 acres of open space off South Plumb Road the “Bysiewicz Family Farm open space” Councilman Nocera motioned to approve the Mayor signing necessary documents effectuating the donation of the 8.07 acres of open space, abutting Smith Park, on Country Club Road, Councilwoman Salafia second; unanimously approved. Councilman McKeon motioned to put forward the renaming of Majestic Oaks to now be “Allison Wilson Nature Preserve”, Councilwoman Carta second; unanimously approved. Councilwoman Salafia motioned to approve the name change to accept Plumb/East St property acquisitions as, “Bysiewicz Family Farm Open Space”, Councilwoman Carta second; unanimously approved.  Police – Grant Confirmation for local donations for the Drone Program. Captain Lozefski is looking for approval to create a line item to accept donations for a Drone program. Councilman Gennaro motioned to approve the Grant Confirmation, Councilwoman Salafia second; unanimously approved.  Mayor’s Office – Grant Confirmation totaling $294,162 (loan) for school readiness Program, July & August; 2) Grant Confirmation totaling $6960 (loan) for school Readiness Priority District Enrollment Stipend Director Erlacher explains that this is standard practice. School Readiness is ran up in the Mayor’s office by Rohan Manning. While we wait for the grant, we give a loan from the General Fund to cover the cost needed to operate the various programs. When the Grant comes in we reimburse it back into the General Fund. Councilwoman Salafia motioned to approve the Grant Confirmation totaling $294,162 (loan), Councilman Nocera second; unanimously approved.  Councilwoman Salafia motioned to approve the Grant Confirmation totaling $6960.00 (loan), Councilwoman Carta second; unanimously approved. 4.
