MINUTES
June 20, 2023
1. Meeting Called to Order
Chairman Vinnie Loffredo called Meeting to Order.
Members Present: Councilman Vinnie Loffredo, Chairman
Chief Erik M. Costa – Police Dept.
Chief Jay Woron – Fire Dept.
Councilman Phil Pessina
Maryann Serra
Barbara McAuliffe
Staff Absent: Councilman Darnell Ford
Christopher Holden, Public Works
Staff Present: Captain John Lozefski – Police Dept.
Howard Weisberg, Deputy Director – Public Works
Guests Present: Bullets Campbell, F.B.I.
1. Approval of Minutes
Chairman Loffredo made a motion for approval of minutes from May 16, 2023 meeting with the
correction of Chief Jay Woron being moved to the “Members Present “section – Seconded my
Maryann Serra. All were in favor and there being no discussion or objection, motion passed.

Project Update (Phase 1);
Continuing on embankment walls – about 70% complete at elevation 8
Material for retention basin has been coming in
Grading of the site has been completed
Keeping the site and access road clean and maintained
Next step should be the turning target system
The company being considered is, Theissen, US based out of Gainsville, FL.
Theissen has done a lot of work for DOD and have plants in France and Belgium
Their first range that they are building in in Alabama
Bullets Campbell and the TRS staff will be taking a trip to see the site/demo in Alabama
(Dave LaRosa and Eric Hill may possibly be going as well) on July 18th. TRS staff will
also be visiting them in Florida
Councilman Loffredo asked Captain Lozefski, Chief Costa and Howard Weissberg what their
thoughts are on the choice of Theissen. All three were in agreement that they are the right choice
for the range. Chief Costa stated how important the servicing and capability of the units is.
Project Update (Phase 2);
Focusing on getting Phase 1 completed, which includes getting concrete in before cold weather.
The next step is the building. They are working on site the building so they are ready to move on
once phase 1 is completed.
Maryann Serra asked about the dirt testing, to which it was confirmed by Howard Weissberg that
testing has been happening all along, non-stop.
Councilman Pessina asked for the Phase 1 targeted completion date – Concrete needs to be poured
prior to October 15th, so that is the intended general area for completion. Middletown PD and the
F.B.I. will be able to utilize the range as of October 1st while Phase 2 construction in happening.
Invoice Approval;
The committee was asked to approve payment of $153,612.63.
Mr. Weissberg explained;
1. Constructing backstop berm
2. Constructing the side berm
3. 50 % site drainage
Councilman Pessina made motion to approve payment, seconded by Chairman Loffredo. Matter
passes unanimously.
4. Meeting Adjourned
Chief Costa asked about changing the regular scheduled meeting tim to 4:00 P.M vs. 6:00 P.M.
Councilman Pessina made a motion to change meeting time to 4:00 P.M. – Seconded by Chairman
Loffredo. Matter passes unanimously.
Chairman Loffredo made a Motion to adjourn. Seconded by Chief Costa. All were in favor and
there being no discussion or objection, motion passed.
