FIRING RANGE BUILDING COMMITTEE MINUTES August 15, 2023 1. Meeting Called to Order Chairman Vinnie Loffredo called Meeting to Order. Members Present: Councilman Vinnie Loffredo, Chairman Chief Jay Woron – Fire Dept. Councilman Phil Pessina Maryann Serra Barbara McAuliffe Staff Absent: Councilman Darnell Ford Chief Erik M. Costa – Police Dept. Captain John Lozefski – Police Dept. Joe Bibisi Staff Present: Christopher Holden, Public Works Howard Weisberg, Deputy Director – Public Works Guests Present: Bullets Campbell, F.B.I. 1. Approval of Minutes Meeting minutes from July 18, 2023 were not posted to the City website nor presented at the meeting. July 18, 2023 minutes will be approved at the next meeting. 2. RFI #1 A Draft Amendment to the Memorandum of Agreement was presented which would allow Phase 2 work to occur prior to completion of Phase 1. The existing MOA requires that all Phase 1 work occur prior to Phase 2. There are a number of phase 2 items that can occur concurrently with phase 1without impacting the phase 1 schedule. This is a change from what TRS had originally proposed, which had a significant delay in phase 1. The Phase 2 items to be building layout and design, excavate the building foundation, form and pour for the foundation footings and stem walls, and preparation and installation of the slab. It is noted that slab installation may not occur until all the other concrete work is complete for Phase 1, except for the pieces that would be in the way. This would allow the project to continue and to not have to be remobilized. Councilman Pessina made a motion to forward the draft MOA to the Common Council, and it was unanimously approved. A question was raised by Maryann Serra regarding the use of LED lighting in the SIM building. Bullets Campbell agreed that LED lighting would be used in the SIM Building. 5. New Business Project Update;  Walls have been delivered, installed and secured.  Sound walls to be attached to concrete walls in three weeks.  Ballistic rubber installed on backstop.  Concrete slab progressing, about 2 weeks from completion  Draft building plans have been submitted to the Building Dept.  Bullets Campbell provided an update of the target system. There are three companies in the field, and they are working with the most technically advanced one. Bullets provided more information on the benefits of the target system and the challenges of acquisition. There have been no discussions about increases in cost for any of the target systems.  Councilman Loffredo asked about IT compatibility. Bullets assured him that user interface and technology should not be an issue.  Bullets discussed one field change regarding replacement of grass squares in concrete slab area with gravel. This would minimize long term maintenance. Bullets indicated that he would work with TRS and the FBI on any additional materials costs. Invoice number five – Work billed total is $808,136.14 with the 5% retainage taken out, for and Invoice total of $767,729.33  Backstop and side berms completed to 90% to allow for topsoil and stabilization  Granular rubber bullet trap fully installed.  Concrete flatwork  Site grading  Walls were completely installed but inspection reports were not available at the time of meeting. It was agreed pay 100% of the wall item, but to withhold 10% of the item cost if there significant issues discussed in the report. Councilman Loffredo then made a motion to approve the invoice as discussed. All were in favor, so the motion was passed unanimously. Informal noise assessment TRS had asked if the FBI could test* the noise from the firing range in the present interim state. Howard indicated that this would not be a formal test, but merely an assessment of where we were presently, without any of the sound walls installed. *The test was conducted immediately following the adjournment of the meeting, using standard FBI bullets into the granular rubber backstop. Approximately 18 rounds were fired from two guns. Committee members were in contact with the shooting range via phone, which was muted when the rounds were fired. Once the rounds were fired, the phone was unmuted. The committee members heard nothing from the range while the rounds were being fired.* 6. Meeting Adjourned Chairman Loffredo made a Motion to adjourn. All were in favor and there being no discussion or objection, motion passed.
