GENERAL COUNSEL COMMISSION
REGULAR MEETING OF NOVEMBER 14, 2024
Present: Council Member Nocera, Council Member Salafia, and Council Member
Sweeney

1. Call to Order:
Meeting was called to order at 6:31 p.m.
2. Public Comment:
None
3. Approval of Minutes
Council Member Salafia made a motion to approve the meeting minutes and
Council Member Sweeney seconded the motion. The motion passed unanimously.
4. New Business
A. 2025 General Counsel Commission Meeting Schedule
Discussion ensued regarding dates that may not work for the 2025 meeting
schedule. Council Member Nocera suggested approving the schedule and making
adjustments later.
Council Member Salafia made a motion to approve the meeting schedule and
Council Member Sweeney seconded the motion. The motion passed unanimously.
B. Ordinance – Exemption of certain nonprofit organizations (272-6)
Attorney Smith explained that the group that runs the proposed outdoor music
venue, New Haven Center for Preforming Arts have non-profit status and have asked
about non-profit status with the city. He further explained that having tax exemption
federally, as NHCPA does, does not mean you have it on the state level. The statute
requires an ordinance that would allow tax exemption for real estate and personal
property taxes.
Council Member Salafia mentioned that we no longer have a Treasurer and
suggested changing the language to state Finance Director instead of Treasurer.
Council Member Salafia made a motion to change Treasurer to Finance Director
and Council Member Sweeney seconded the motion. The motion passed unanimously.
Council Member Salafia made a motion to approve the ordinance with the
suggested changes and Council Member Sweeney seconded the motion. The motion
passed unanimously.
5. Adjournment
Council Member Sweeney made a motion to adjourn and Council Member Salafia
seconded the motion. The motion passed unanimously.
