REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
September 10, 2018
The Monthly Meeting of the Housing Authority of the City of Middletown was held at the
Middletown Housing Authority Board Room, 150 William St., Middletown, CT 06457 on Monday,
September 10, 2018.
Chairman Noglow called the meeting to order at 5:03 p.m. and called the roll.
PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Phil Cacciola,
Commissioner; Larry Riley, Commissioner; Senova Stone, Commissioner.
ALSO PRESENT: William Vasiliou, Secretary; Tom Guzzi, Financial Manager; John Rumberger,
Facilities Manager
ABSENT: Atty John Boccalatte
PUBLIC SESSION: None
FOLLOW-UP REPORT: None
APPROVAL OF MINUTES: On motion by Commissioner Cacciola; seconded by Vice Chairman
Santacroce, it was unanimously voted to approve the minutes of August 13, 2018 meeting as
submitted.
APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner
Cacciola; it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the 8/31/18 A/R which shows a decrease
of $3656.96 for Conn 9-2, a decrease of $900.94 for Conn 9-3, a decrease of $1092.38 for Conn 9-
4, $0.00 for Conn 9-5, an increase of $1965.21 for State Family and an increase of $23.27 for E -
101. It was a very good month.
LEGAL ACTION: Mr. Vasiliou reported on Atty. Boccalatte’s 8/31/18 report. A total of $360.82
was received for collections; It was also reported that there are 5 summary process cases and 1
small claims case opened.
FINANCIAL: Mr. Guzzi presented Resolution 2018-8: to update the signatures and signer
information at TD Bank.
On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce, It was
unanimously voted to adopt Resolution 2018-8 and waive reading of the same.
Mr. Guzzi also informed the Commission on the opening of a new bank account to be used for
modernization.
SECTION 8: Mr. Vasiliou reported that as of 9/6/18 there are 802 Section 8 units in place and the
per unit price per participant per month $801.55, and it continues to go up. There is a briefing
scheduled for Thursday 9/13/18 to release additional vouchers into the market. Mr. Vasiliou also
reported that the Shepard Home is progressing very well and appears to be on target for spring.
PERSONNEL: None
MAINTENANCE: 212 work orders completed in August.

MODERNIZATION: Traverse Electrical Switchgear -Holzner is on site. Beginning with trench and
piping under laundry room to new transformer location. Residents were notified of temporary
access to laundry room via courtyard door only; Sbona Greenhouse Design – MA&M is low bidder
and MHA has recommendation to award letter for architect.; Sbona Parking Gates – re-bid date
of 9/7 garnered only 1 bid and appears over budget; alternative approached will be discussed;
Sbona Roof – roof was viewed by Garland rep, architect, Bill V and John R, on 8/31, warranty
repairs still needed asap; Traverse Square – painting substantially complete. Moderate Rental–
window well replacement continuing. Mr. Rumberger also informed the Commission on the
multi-use bike trail along Long Lane.

PROCUREMENT POLICY
BE IT RESOLVED BY THE Board of Commissioners of the Housing Authority of the City of
Middletown that the procurement policy for The Housing Authority of the City of Middletown
be amended as follows: A: Micro Purchase threshold of up to $10,000.00. B: Small Purchase
threshold from $10,000.00 to $75,000.00 C: Sealed bids shall be used for all construction and
equipment contracts exceeding the small purchase threshold of $75,000.00.
On a motion by Commissioner Cacciola, seconded by Commissioner Stone, it was unanimously
voted to adopt Resolution 2018-9, and waive reading of the same.
OTHER BUSINESS: None
There being no further business to come before the Commission, on motion by
Commissioner Cacciola, seconded by Vice Chairman Santacroce, it was unanimously voted to
adjourn the monthly meeting at 5:43 p.m.
