REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN December 14, 2020 The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, December 14, 2020. Chairman Noglow called the meeting to order at 5:06 p.m. and called the roll. PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice Chairman; Larry Riley, Commissioner; Senovia Stone, Commissioner. ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst Executive Director; Christine Juraska, Financial Manager; Jason Lewellyn, Esq. ABSENT: Phil Cacciola, Commissioner PUBLIC SESSION: None FOLLOW-UP REPORT: None APPROVAL OF MINUTES: On motion by Vice Chairman Santacroce, seconded by Commissioner Riley, it was unanimously voted to approve the minutes of the November 9, 2020 meeting. APPROVAL OF BILLS: On motion Commissioner Riley, seconded by Vice Chairman Santacroce, it was unanimously voted to approve the bills as submitted. ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 10/31/20 A/R which shows an increase of $1986.79 for CONN 9-2, an increase of $4759.57 for Conn 9-3, a decrease of $102.56 for Conn 9-4, an increase of $22.27 for Conn 9-5, an increase of $11,337.45 for State Family, and an increase of $61.92 for E-101. Housing staff continues to reach out to individual residents regarding their balances. LEGAL ACTION: Atty. Lewellyn reported on his report dated 11/30/20. There were 2 virtual hearing held last month. As the pandemic relief for rents will soon expire, we anticipate court action to move forward. Collections were modest at$106.58 FINANCIAL: Ms. Juraska reported that the auditors have completed the compliance testing on files for the Section 8 Dept. and we are awaiting results. SECTION 8: There are 803 Section 8 units in place for the current month. The Section 8 department continues to use the waiting list to offer apartments. PERSONNEL: No report MAINTENANCE: 124 work orders were completed in November. MODERNIZATION: Sbona Main Roof- Roof is complete. Awaiting Firestone warranty and close out documents. Sbona Elevator – The 2-story hydraulic is complete. Main tower has begun. 1st car completion anticipated by end of Feb. 21. Monthly Meeting Minutes 12/14/20 Page 2 Modernization Continued: Maplewood and Traverse A/E RFQ: Silver/Petricelli conducted site visit to MT; QA& M Sbona Tower Lobby design review meeting on 12/16; and QW Architects working on preliminary drawing for Traverse Doors. Main Office Entry System: New intercom system install date set for 12/28/20 or 1/4/21. Monarca Place Emergency Generator: Larger scope review underway to upgrade HVAC and generator. MHA Radio System/Repeater: Digital repeater installed / new radios in place; replaced analog system. SPECIAL REPORTS: None OLD BUSINESS: None NEW BUSINESS: Mr. Vasiliou informed the Commission that the Annual Plan will be completed soon and will be out for vote at January meeting. OTHER BUSINESS: None There being no further business to come before the Commission, on motion by Commissioner Riley, seconded by Vice Chairman Santacroce; it was unanimously voted to adjourn the meeting at 5:242pm. __________________________________ William Vasiliou Secretary
