REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN August 9, 2021 The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, August 9, 2021. Chairman Noglow called the meeting to order at 5:02 p.m. and called the roll. PRESENT: Sebastian Santacroce, Vice-Chairman; Larry Riley, Commissioner.; Phil Cacciola, Commissioner ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Christine Juraska, Finance Manager; Jason Lewellyn, Esq. ABSENT: Senova Stone, Commissioner PUBLIC SESSION: None FOLLOW-UP REPORT: None APPROVAL OF MINUTES: On motion by Commissioner Riley, seconded by Vice Chairman Santacroce, it was unanimously voted to approve the minutes of the July 12, 2021 meeting. APPROVAL OF BILLS: On motion Vice Chairman Santacroce, seconded by Commissioner Riley, it was unanimously voted to approve the bills as submitted. ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on July 2021 A/R which shows an decrease of $1,125.93 for CONN 9-2, a decrease of $1,425.16 for Conn 9-3, an increase of $1,947.40 for Conn 9- 4, no change for CONN-5, an increase $1,943.79 for State Family, and a decrease of $49.02 for E- 101. LEGAL ACTION: Atty. Lewellyn reported on his report dated 7/31/21. Atty Lewellyn explained the new CDC order recalling all executions based on the moratorium extension. FINANCIAL: Ms. Juraska reported that she is training the new accountant. SECTION 8: Mr. Vasiliou reported that there are 777 units in place. The department continues to have briefings to release units. They have began planning and implementing incentive programs for landlords and tenants. PERSONNEL: None. MAINTENANCE: 272 work orders were completed in July. Yearly inspections of units have resumed that were suspended during Covid. MODERNIZATION: Sbona Elevator: Installing new waterless fire suppression in penthouse and awaiting close-out docs. Maplewood Window /Door Replacement: BRD ordered for mock-up window test install. Traverse Door Replacement: CW Architects recommending award to BRD. Sbona Tower Lobby Renovation: Awaiting mailboxes, final painting and flooring. Monthly Meeting Minutes 8/9/21 Page 2 Modernization Cont. Monarca Place HVAC/Generator: A/E HVAC RFQ, 3 Engineeting submissions received Marino Manor Expansion: BV/JR met with QA+M Architects and TO Design . Reviewed proposed site plan. Next step Planning and Zoning. SPECIAL REPORTS: None OLD BUSINESS: None NEW BUSINESS: None OTHER BUSINESS: Mr. Vasiliou informed the Commission that the feedback on the music series in Spear Park has been very positive. There being no further business to come before the Commission, on motion by Vice Chairman Santacroce, seconded by Commissioner Riley; it was unanimously voted to adjourn the meeting at 5:35pm. __________________________________ William Vasiliou Secretary
