REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
December 13, 2021
The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference
room at 40 Broad St., and via Zoom on Monday, December 13, 2021.
Vice Chairman Santacroce called the meeting to order at 5:04 p.m. and called the roll.
PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice-Chairman; Larry Riley,
Commissioner.; Phil Cacciola, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Christine
Juraska, Finance Manager; Jason Lewellyn, Esq.
ABSENT: Senova Stone, Commissioner
PUBLIC SESSION: None
FOLLOW-UP REPORT: None
APPROVAL OF MINUTES: On motion by Commissioner Cacciola, seconded by
Commissioner Riley, it was unanimously voted to approve the minutes of the November 8, 2021
meeting.
APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Cacciola,
it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on November 2021 A/R which shows an
increase of $1,566.72 for CONN 9-2, a decrease of $7,767.98 for Conn 9-3, an increase of $383.02
for Conn 9-4, a decrease of $1,153.80 for CONN-5, an increase of $17,197.76 for State Family, and
an increase of $145.17 for E-101.
LEGAL ACTION: Atty. Lewellyn reported on the Legal Report of 11/30/21. There was one new case
opened. Collections were $165.87
FINANCIAL: Ms. Juraska reported that she is working on the budget. Auditors will be here next
week.
SECTION 8: Mr. Vasiliou reported that there are 824 units in place. The increase is due to PBV
applications that have been processed. A Section 8 video has been made to streamline the briefing
process.
PERSONNEL: None.
MAINTENANCE: 189 work orders were completed in November.
MODERNIZATION: Sbona Elevator: Job close out in process. Maplewood Window /Door
Replacement: Door replacement nearly complete. Window install to begin next. Traverse Door
Replacement: Door mock up approved with corrections. Install will begin Jan. ‘22 Sbona Tower
Lobby Renovation: Punchlist items and final closeout docs under review.

Modernization Cont.:
Monarca Place HVAC/Generator: A/E contract signed with Giuffrida Engineering. Marino Manor
Expansion: Design approved at PZ meeting December 8; Plans/specs next phase. Eversource
Weatherization Program: MP, TS, and MT interior units added to program with LED lights,
weatherstripping, caulking and other energy efficiency upgrades. Sbona Tower Exterior
Façade/Masonry RFQ: Due Jan 21. Upcoming RFQ’s: Sbona Tower HVAC/Switchgear; Maplewood
and Traverse Square domestic water/HVAC piping and controls upgrade.
SPECIAL REPORTS: None
OLD BUSINESS: Sec. Vasiliou informed the Board that a vote will be taken on the Annual Plan and
the base-rent increase in January.
NEW BUSINESS: None
OTHER BUSINESS: None
There being no further business to come before the Commission, on motion by Commissioner
Cacciola, seconded by Vice-Chairman Santacroce; it was unanimously voted to adjourn the meeting
at 5:27pm.
