REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN June 12, 2023 The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, June 12, 2023. Chairman Cacciola called the meeting to order at 5:10 p.m. and called the roll. PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice Chairman; Larry Riley, Commissioner. ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Jason Lewellyn, Esq. ABSENT: Evan Noglow, Commissioner; Senova Stone, Commissioner; Marie Webster, Finance Manager (excused absences) PUBLIC SESSION: None. FOLLOW-UP REPORT: None APPROVAL OF MINUTES: On motion by Commissioner Riley, seconded by Vice-Chairman Santostefano, it was unanimously voted to approve the minutes of the Annual Meeting held on April 6, 2023. On motion by Vice Chairman Santostefano, seconded by Commissioner Riley, it was unanimously voted to approve the minutes of the May 8, 2023 meeting. APPROVAL OF BILLS: On motion by Commissioner Riley, seconded by Vice-Chairman, it was unanimously voted to approve the bills as submitted. ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the May 2023 A/R which shows a decrease of $5,141.11 for CONN 9-2, a decrease of $1,629.42 for Conn 9-3, an increase of $1,915.25 for Conn 9-4, a decrease of $3,901.04 for CONN-5, an increase of $14,119.89 for State Family, and a decrease of $348.46 for E-101. LEGAL ACTION: Atty. Lewellyn reported on the Legal Report of 5/31/23. There were 5 new Summary Process cases opened, and 1 stipulated agreement was entered. There were also 2 noncompliance with stipulation filed. This month $255.00 was collected in vacated accounts. FINANCIAL: Mr. Vasiliou reported that the Finance Department has filed all the financial statements for the state properties. Federal statements will be filed by June 15, 2023. SECTION 8: Mr. Vasiliou reported that there are 805 units in place and the average HAP payment is $876.02. The department is in the process of adding 60 project- based vouchers to the program. PERSONNEL: None MAINTENANCE: 143 work orders were completed in May. Monthly Meeting Minutes 6/12/23 Page 2 MODERNIZATION: Monarca Place HVAC/Generator: Generator delivered and set in place. Connection to buildings delayed until switchgear arrives. Marino Manor Expansion: Brick complete, siding nearly complete and interior paint underway. Sbona Tower Façade/Masonry RFQ: Met with Architect and reviewed survey findings. Next step is mock-up of suggested lintel/shelf angle repair to incorporate in bid documents. Maplewood Terrace Paving: Awaiting final close out documents. Main Street Mixed Use Project: A/E RFQ services still under review. Phase 3 drilling to be coordinated in selected locations based on Phase 2 analysis. CBDG Grant: submitted applications and presented for additional funding for Maplewood Terrace paving and Long Lane sidewalk replacement. SPECIAL REPORTS: None OLD BUSINESS: None NEW BUSINESS: Mr Vasiliou is meeting with Planning and Zoning Dept. to discuss the future use of MHA properties. OTHER BUSINESS: Mr. Vasiliou presented the annual update to the maximum income limits for admission to the CT State Family and Elderly complexes effective May 1, 2023, as published by HUD. On motion by Commissioner Riley, seconded by Vice-Chairman Santostefano, it was unanimously voted to adopt Resolutions 2023-7 and 2023-8, and waive reading of the same. RESOLUTION 2023-7 BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the maximum income limits for admission to State of Connecticut Moderate Rental Housing be increased per the attached Certificate of Approval. CERTIFICATE OF APPROVAL The Housing Authority of the City of Middletown has established and fixed, by an appropriate Resolution of said Authority, the income limits for Tenant Admission to State of Connecticut Moderate Rental Housing Complex MR-11, MR 11A & MR 47A as follows: For Admission: The maximum income limits for admission have been determined in accordance with the Connecticut General Statutes, Section 8-115a and 8-119g. For Continued Occupancy: The maximum income limits for continued occupancy in Moderate Rental Housing are equal to 125% of the admission limits for such housing. CERTIFICATE OF APPROVAL The Housing Authority of the City of Middletown has established and fixed, by an appropriate Resolution of said Authority, the income limits for Tenant Admission to State of Connecticut Elderly Housing Complex E-101 as follows: For Admission: The maximum income limits for admission have been determined in accordance with the Connecticut General Statutes, Section 8-115a and 8-119g.
