REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
July 10, 2023
The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference
room at 40 Broad St., and via Zoom on Monday, July 10, 2023.
Chairman Cacciola called the meeting to order at 5:00 p.m. and called the roll.
PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice Chairman; Larry Riley, Commissioner; Evan
Noglow, Commissioner; Senova Stone, Commissioner.
ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Jason
Lewellyn, Esq.; Linda Guarino, Section 8 Manager. Marie Webster, Finance Manager
ABSENT: None
After calling the roll, Chairman Cacciola requested a motion to move to #6 E (Personnel) on the
agenda. On motion by Commissioner Riley, seconded by Commissioner Stone, it was unanimously
voted to move item #6 on agenda, and go into Executive Session for a personnel matter.
Chairman Cacciola called Executive Session at 5:02 pm. Chairman Cacciola closed Executive session
at 5:33 pm. There was no action taken or no vote.
Regular meeting resumed at 5:36 pm.
PUBLIC SESSION: None.
FOLLOW-UP REPORT: None
APPROVAL OF MINUTES: On motion by Commissioner Riley, seconded by Chairman Cacciola, it was
unanimously voted to approve the minutes of the monthly meeting held on June 12, 2023.
APPROVAL OF BILLS: On motion by Commissioner Riley, seconded by Chairman Cacciola, it was
unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the June 2023 A/R which shows a decrease
of $8,143.43 for CONN 9-2, a decrease of $20,417.00 for Conn 9-3, a decrease of $16,899.67 for
Conn 9-4, a decrease of $1.236.00 for CONN-5, a decrease of $5,977.42 for State Family, and a
decrease of $5,395.92 for E-101.
LEGAL ACTION: Atty. Lewellyn reported on the Legal Report of 6/30/23. There were 5 new Summary
Process cases opened, and 2 stipulated agreements were entered.
FINANCIAL: Mr. Vasiliou reported that the annual audit has been scheduled.
SECTION 8: Ms. Guarino reported that there are 800 units in place and the average HAP payment is
$894.15. The department is in the process of adding 60 project- based vouchers to the program.

MAINTENANCE: 159 work orders were completed in June.

MODERNIZATION: Monarca Place HVAC/Generator: Awaiting delivery update on remaining
equipment to be installed. Marino Manor Expansion: Interior doors/trim underway. Privacy fence
installed and site work on going. Sbona Tower: Continuing mock-up of suggested lintel repair. HUD
Solar Webinar: Webinar on July 13 on solar and alternative energy incentives. Main Street Mixed
Use Project: Phase 3 drilling completed awaiting results. CBDG Grant: Awaiting notification on
submitted applications.

There being no further business to come before the Commission, on motion by Commissioner Riley,
seconded by Commissioner Stone; it was unanimously voted to adjourn the meeting at
6:01 pm.
