REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN March 11, 2024 The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room and via Zoom at 40 Broad St., on Monday March 11, 2024. Chairman Cacciola called the meeting to order at 5:00 p.m. and called the roll. PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice-Chairman, Larry Riley, Commissioner., Brian Garnter, Commissioner (early departure - prior to voting). ALSO PRESENT: William Vasiliou, Secretary; Jason Lewellyn, Esq., Marie Webster, Finance Manager; Kristen Zarfos, Covenant House Shelter ABSENT: Senova Stone, Commissioner (excused absence) PUBLIC SESSION: None FOLLOW-UP REPORT: None APPROVAL OF MINUTES: Due to abstentions, the minutes of the regular meeting on February 12, 2024, were tabled to the April regular meeting. APPROVAL OF BILLS: On motion by Chairman Cacciola, seconded by Commissioner Riley, it was unanimously voted to approve the bills as submitted. DIRECTOR’S/SECRETARY REPORT: Personnel – nothing to report; The February A/R shows a decrease of $22,276.41 for CONN 9-2, a decrease of $16,777.23 for Conn 9-3, a decrease of $2,734.98 for Conn 9-4, a decrease of $1,068.64 for CONN-5, a decrease of $46,027.91 for State Family, and a decrease of $10.71 for E-101. Section 8: has 810 units in place and the average per unit cost is $994.13. Mr. Vasiliou presented Resolution 2024-8 regarding Section 8 contract for new units at Marino Manor. Monthly Meeting Minutes 3/11/24 Page 2 HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN RESOLUTION 2024-8 WHEREAS: the Housing Authority of the City of Middletown (MHA) has established a Project- based Housing Choice Voucher Program (PBV) pursuant to 24 CFR 983; WHEREAS: the MHA has a pre-existing Project-Based Voucher (PBV) Housing Choice Voucher (HCV) Program Subsidy Agreement at Marino Manor covering forty (40) units effective December 1, 2012 for a fifteen (15) year term; WHEREAS: the MHA wishes to add eight (8) additional units to the Marino Manor PBV Subsidy Agreement as “Existing Units” which is permissible under regulations as of the passage of the Housing Opportunity Through Modernization Act of 2016; and FURTHERMORE: as it is permissible under current regulation to extend the Marino Manor PBV Subsidy Agreement for a period of twenty (20) years anytime between the end of Year 13 and the termination data of the existing Agreement. NOW, THERE, LET IT BE RESOLVED: the Board of Commissioners of the Housing Authority of the City of Middletown hereby authorize the Executive Director to amend the existing Subsidy Agreement to add to that Agreement the additional eight (8) units bringing the total covered unit to forty-eight (48) total. After the end of Year 13 of the existing Subsidy Agreement or sooner if the MHA’s Moving to Work Program waiver authority permits, the Executive Director is authorized to extend the Subsidy Agreement for an additional twenty (20) years from the current termination date. No current occupants of the eight (8) units may be displaced. __________________________ __________________ SECRETARY DATE On Motion Commissioner Riley, Seconded by Vice-Chairman Santostefano, it was unanimously voted to adopt Resolution 2024-8, and waive reading of the same. LEGAL ACTION: Atty. Lewellyn reported on the Legal Report of 2/29/24. There were 9 new cases opened. Three cases were withdrawn based on acceptable payment. Five small claims cases were opened. $0.00 was collected this month. MAINTENANCE: Mr. Vasiliou informed the board of the heating system problem at Traverse Square. He advised that the final close out drawings of new units at Marion Manor be submitted to the city, at which time shortly after, C/o’s will be issued. NEW BUSINESS: None OTHER BUSINESS: Chairman Cacciola presented Resolution 2024-9 and 2024-10 THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN Resolution 2024- 9 NOW, THEREFORE BE IT RESOLVED: that the Chairman of the Board is hereby authorized to engage and retain a Human Resource Consultant, which Consultant shall be authorized to handle all human resource and personnel related functions as directed or approved by the Board of Commissioners. Monthly Meeting Minutes 3/11/24 Page 4 THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN Resolution 2024- 10 NOW, THEREFORE BE IT RESOLVED: that the Chairman of the Board shall be authorized to move the office of the Executive Director to a location the Board of Commissioners deems appropriate and shall have the further authority to enter into such lease as may be required should a suitable location for the office not be found within the Authority’s properties.
