REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN June 10, 2024 The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room and via Zoom at 40 Broad St., on Monday June 10, 2024. Chairman Cacciola called the meeting to order at 5:00 p.m. and called the roll. PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice Chairman; Larry Riley, Commissioner; Brian Garnter, Commissioner; Senova Stone, Commissioner. ALSO PRESENT: William Vasiliou, Secretary; Jason Lewellyn, Esq., Marie Webster, Finance Manager. ABSENT: None PUBLIC SESSION: None FOLLOW-UP REPORT: None APPROVAL OF MINUTES: On motion by Vice Chairman Santostefano, seconded by Chairman Cacciola, it was unanimously voted to approve the minutes of the regular meeting held on May 13, 2024. On motion by Commissioner Riley, seconded by Vice Chairman Santostefano, it was unanimously voted to approve the minutes of the special meeting held on May 23, 2024. APPROVAL OF BILLS: On motion by Vice Chairman Santostefano, seconded by Commissioner Stone, it was unanimously voted to approve the bills as submitted. DIRECTOR’S/SECRETARY REPORT: Personnel – nothing to report; The April A/R shows decrease of $1,087.24 for CONN 9-2, a decrease of $683.00for CONN-3, an increase of $870.20 for CONN-4, a decrease of $689.00 for Conn-5, a decrease of $5,830.58 for State Family, and a decrease of $2888.00 for E-101. The May A/R shows a decrease of $8,555.08 for CONN 9-2, an increase of $615.14 for CONN 9-3, an increase of $5,240.07 for CONN 9-4, a decrease of $2,712.00 for CONN 9- 5, an increase of $9,599.31 for State Family, and an increase of $3,522.20 for E-101. Section 8: has 834 units in place and the average HAP payment is $1,095.08; Finance: Ms. Webster is preparing the financials for State Family and State Elderly. The audit will begin in July. Monthly Meeting Minutes 6/10/24 Page 2 LEGAL ACTION: Atty. Lewellyn reported on the Legal Report of 4/30/24. There were 5 new summary process cases opened, with 2 cases going to judgement with stipulation and 2 non-compliance. Atty Lewellyn informed the board that the contract of Human Resource consultant is up for renewal on June 12, 2024. On motion by Vice Chairman Santostefano, seconded by Commissioner Riley, it was unanimously decided to renew her services for an additional 30 days with the understanding that the retainer will be renegotiated, and the contract language clarified. Ms. McNeil is requested to be present at the board meeting in July, at which point the Commission will reevaluate any extension. MAINTENANCE: Mr. Vasiliou reported that we are experiencing a low vacancy/turnover rate. He also informed the Board of the severe sewer block at Marino Manor over the weekend. Mr. Vasiliou recapped the progress at Spear Park relating to Phases 1, 2 and 3 of the soil sample analysis, and recommended the remediation of one spot of contamination. MODERNIZATION: Mr. Vasiliou reported that there is an extension to June 20, 2024, for the submission of bids for the Sbona Tower refacing/envelope project.
