Regular Meeting of the Middletown Inland Wetland and Watercourses Agency August 1. 2018 REGULAR MEETING OF THE INLAND WETLANDS AND WATERCOURSES MIDDLETOWN CONNECTICUT AUGUST 1, 2018 A. Call to Order / Pledge of Allegiance The meeting was called to order at 7:00 PM with the Pledge of Allegiance. All members are voting members. No Alternates were seated. Public Hearing 1. Proposed regulated activities within the 100' regulated area for removal of existing debris for construction of 6 new self-storage buildings, parking lot, access drive, loading area and site utilities at 815 Newfield Street. Applicant/agent Middletown Development Partners, LLC 18-07 Jim Cassidy, Professional Engineer with Halisey, Pearson & Cassidy represented the application. He gave a description and presentation of the project and answered all questions from the Commission. Commissioner Terrasi moves to close the public hearing. Commissioner McClellan seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 6 affirmative votes. Commissioner Pritchard seconds the motion. Commissioner McClellan added that the PCD Dept. should monitor the project and make sure all erosion and sedimentation controls are in place. Request for a one year extension to the wetlands permit #09-11 for a proposed commercial building, utilities and associated parking which will bring it to the maximum of ten (10) years. Applicant/agent DelFavero Designs, LLC 09-11 Director Samolis stated that there has been no change to the application and site and recommends approval. Commissioner Terrasi moves for approval for a one year extension to the wetlands permit #09- 11 for a proposed commercial building, utilities and associated parking which will bring it to the maximum of ten (10) years. Commissioner Kisluk seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 6 affirmative votes. 2. Proposed application for a multi-family housing development and parking (Phase II) within 100 feet of wetlands located at 534 Newfield Street. Applicant/agent Landmark Investment Group 18-08 Attorney David Sherwood representing Newfield Street of Middletown / Landmark Investment Group introduced the application. This is a renewal of a permit originally issued in 2005 and renewed in 2009. They are looking for a new permit as the one in force now expires in March of 2019. They are looking for a permit that requires less than was previously approved. Phase II has been modified to reduce activity in the regulated area. Ron Bernardin, Professional Engineer with Fuss and O’Neil explained the changes that were made from the last approval. Commissioner McClellan moves for approval for an application for a multi-family housing development and parking (Phase II) within 100 feet of wetlands located at 534 Newfield Street. Proposed construction of a garage or a pre-fab building within 10 feet of an intermittent watercourse at 5 Navadon Parkway. Applicant/agent Anita Melhorn 18-09 Commissioner Terrasi moved, seconded by Commissioner McClellan to accept application and schedule as Old Business for the September 5th meeting. Commissioner McClellan seconds the motion. The chair calls for the vote. Applicant/agent Conn Valley Hindu Temple 18-10 Commissioner McClellan moved, seconded by Commissioner Terrasi to accept application and schedule as Old Business for the September 5th meeting. Proposed application for a two-car garage within the 100 feet of wetlands located at 338 Margarite Road. Applicant/agent Thomas Liguori 18-11 Commissioner McClellan moved, seconded by Commissioner Pritchard to accept application and schedule as Old Business for the September 5th meeting. The chair calls for the vote. The chair states the matter passes unanimously with 6 affirmative votes. E. Agency Review None F. Reports of Officers and Committees and WEO Report 1. Notice of Violation – 818 Atkins Street – Filling within regulated wetland and 100’ upland review area. Director Samolis gave the history of the violation. He stated that work was done, and a letter of compliance has been sent. Commissioner McClellan asked staff if there was any update for 1111 Monarca Drive who was burying trees and throwing dirt and scrap into the wetlands. Director Samolis said he would have a full report for the next meeting. G. Public Open Forum None H. Minutes – July 3, 2018 Commissioner McClellan moves for approval of the July 3rd minutes with corrections. Commissioner Kisluk seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 6 affirmative votes. I. Communication and Bills None Commissioner Terrasi said he stopped by the construction site on Washington Street (Kaoud project) and they had all the silt fences up and they cleaned the brook. Director Samolis stated that the department will be checking the site daily. J.
