Regular Meeting of the Middletown Inland Wetlands and Watercourses Agency September 5. 2018 REGULAR MEETING OF THE INLAND WETLANDS AND WATERCOURSES AGENCY MIDDLETOWN CONNECTICUT SEPTEMBER 5, 2018 A. Call to Order / Pledge of Allegiance Present: Commissioner Joseph Carta, Commissioner Fred Terrasi Commissioner David Pritchard Commissioner Ken McClellan Commissioner Jennifer Greenberg Commissioner Gary Middleton Commissioner Constance Kisluk Commissioner Kayleigh Pratt Absent: Commissioner Robert Whitney Commissioner Trevor Davis Commissioner Gabriel Russo Commissioner Jack Pieper B. Public Hearing None C. Old Business 1. Proposed construction of a garage or a pre-fab building within 10 feet of an intermittent watercourse at 5 Navadon Parkway. Applicant/agent Anita Melhorn 18-09 Anita Melhorn gave a description of the application. Commissioner Kisluk asked the applicant if they were going to put in a gravel base. If yes, she would like to see the gravel base extend out from the edge of the roof so it captures the water running off the roof. Commissioner McClellan would like to see silt fences that were not on the plan. Staff said they deemed it unnecessary due to the limited amount of work. Ms. Melhorn said the shed would be approximately 480 sq. ft. Commissioner Middleton moves for approval for construction of a garage or a pre-fab building within 10 feet of an intermittent watercourse at 5 Navadon Parkway with the condition that 6 inches of gravel be applied beyond and under the wall. Commissioner Terrasi seconds the motion. The chair calls for the vote. Proposed construction of a 3,697 sq. ft. building addition to the existing Temple within the upland review area at 11 Training Hill Road. Applicant/agent Conn Valley Hindu Temple 18-10 Guy Russo of Prime Engineering and Civil Designers of the site introduced the application. Neil _________ , Professional Engineer explained the project. Mr. Russo explained the site plan using maps. Joe Samolis asked Mr. Russo to describe the excavation methodology. Is it going to be blasted? If so, notifications need to be posted. He said his recommendation for an approval to the Commission is that a stockpile location should be on the easterly lot. Commissioner McClellan moves for approval for the construction of a 3,697 sq. ft. building addition to the existing Temple within the upland review area at 11 Training Hill Road. Commissioner Terrasi seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 8 affirmative votes. 3. Proposed application for a two-car garage within the 100 feet of wetlands located at 338 Margarite Road. Applicant/agent Thomas Liguori 18-11 Tom Liguori introduced the application. Commissioner McClellan questioned if the stream was intermittent. Mr. Liguori stated it was only when it rained heavy. Joe Samolis asked the applicant if this was to be a pre-fab structure or construction. Mr. Liguori said it would be hand built. Director Samolis said that there would need to be sediment and erosion control measures in place. Mr. Liguori explained that there would not be digging. It is a parking area with gravel that’s been there for 60 years. He explained that the stream would sometimes dam up and he would have to clear it because his driveway would flood. Director Samolis said that he would contact Public Works. Commissioner McClellan moves for approval for a two-car garage within the 100 feet of wetlands located at 338 Margarite Road. Proposed new parking field for inventory storage with associated utility improvements within 100’ feet of wetlands at 1153 Newfield Street. Applicant/agent Middletown Nissan 18-12 Commissioner McClellan moves to schedule a public hearing for a new parking field for inventory storage with associated utility improvements within 100’ feet of wetlands at 1153 Newfield Street. Commissioner Pratt seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 8 affirmative votes. 2. Proposed construction of a 2 story mixed use building approximately 4,200 sq. ft. with a planned Zen garden, flower and vegetable plantings, excavation for basement structure and grading for proposed parking within the upland review area at 387 South Main Street. Applicant/agent John S. Sutton 18-13 (Date of Receipt 9/5/18) Commissioner Pritchard moved to schedule as Old Business on October 3rd for construction of a 2 story mixed use building approximately 4,200 sq. ft. with a planned Zen garden, flower and 2 Regular Meeting of the Middletown Inland Wetlands and Watercourses Agency September 5. 2018 vegetable plantings, excavation for basement structure and grading for proposed parking within the upland review area at 387 South Main Street. Motion was seconded by Commissioner McClellan. Commissioner McClellan noticed that they were planning on putting in a basement and is concerned about the water table. The chair calls for the vote. The chair states the matter passes unanimously with 8 affirmative votes. E. Agency Review Mr. McClellan questioned if there was an update on Monarca Drive and the Arbutus Estates. Director Samolis said he went to do an inspection on Monarca Drive. The engineer for the project has prepared a remediation plan and hopefully will contact him this week. He did not have any further update on the Arbutus Estates. F. Reports of Officers and Committees and WEO Report None G. Public Open Forum None H. Minutes – August 1, 2018 Commissioner Pratt moves for approval of the minutes of August 1, 2018. Commissioner Kisluk seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 7 affirmative votes and 1 abstention. I. Communication and Bills None J. Adjournment Commissioner McClellan moves for adjournment.
