Regular Meeting of the Middletown Inland Wetlands and Watercourses Agency October 3. 2018 REGULAR MEETING OF THE INLAND WETLANDS AND WATERCOURSES AGENCY MIDDLETOWN CONNECTICUT OCTOBER 3, 2018 A. Call to Order / Pledge of Allegiance The meeting was called to order at 7:03 PM with the Pledge of Allegiance. All members are voting members. Present: Commissioner Joe Carta Commissioner Robert Whitney Commissioner Trevor Davis Commissioner David Pritchard Commissioner Ken McClellan Commissioner Kayleigh Pratt Absent: Commissioner Fred Terrasi Commissioner Jennifer Greenberg Commissioner Constance Kisluk Commissioner Gabriel Russo Commissioner Jack Pieper Staff: Joseph Samolis, Director of PCD Public: 2 members of public B. Public Hearing 1. Proposed new parking field for inventory storage with associated utility improvements within 100’ feet of wetlands at 1153 Newfield Street. Applicant/agent Middletown Nissan 18-12 Mark Grocki, Project Engineer with VHB introduced himself. He said representing the owner is J. Marino of American Contractors, Matt Davison, Professional Wetland Scientist and Professional Soil Scientist, and Katie Taylor, Professional Engineer with VHB. Mr. Grocki gave a description of the property. All the work will be done on the east side of the buffer zone. It will not be for public parking, only for storage of inventory. Using visual aids, he gave a presentation. The Commission questioned Mr. Grocki and Mr. Davison regarding the ground water and if the ¾ inch stone would be enough filtration. They spoke of the sediment and erosion controls and asked if there was a maintenance plan for the pavers. Commissioner Whitney said he was not sure if one course of silt fencing would be enough and recommends adding another course. He also recommended that cars back in those spaces closest to the wetlands because most cars leak in the front eventually. Mr. Grocki explained there will be the existing material, the filter packet and the 22 inches of stone would be the top layer. He explained where the catch basin would be located. Commissioner McClellan moves to close the public hearing. Commissioner Pritchard seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 6 affirmative votes. Commissioner Whitney moves for approval for the proposed new parking field for inventory storage with associated utility improvements within 100’ feet of wetlands at 1153 Newfield Street with the condition that applicant follows the Commission recommendations which includes silt fences, catch basins and staff comments. Commissioner McClellan seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 6 affirmative votes. C. Old Business 1. Proposed construction of a 2 story mixed use building approximately 4,200 sq. ft. with a planned Zen garden, flower and vegetable plantings, excavation for basement structure and grading for proposed parking within the upland review area at 387 South Main Street. Applicant/agent John S. Sutton 18-13 Director Samolis explained that the application requested this item to be tabled to the next scheduled meeting on November 7, 2018. Commissioner McClellan moves to table. Commissioner Pritchard seconds the motion. The chair calls for the vote. The chair states the matter passes unanimously with 6 affirmative votes. D. New Business None E. Agency Review None F. Reports of Officers and Committees and WEO Report Commissioner McClellan asked about the Monarca situation. Director Samolis explained that he met with Monarca’s engineer that morning to go over the site plan for remediation. It is currently being processed with the Public Works Department to get their comment. They are looking at associated plantings needed in the disturbed context to insure there is restored vegetation where the soil had been placed. The City is making progress. G. Public Open Forum None H. Minutes – September 5, 2018 Commissioner McClellan moves for approval with changes for the minutes of September 5, 2018. Commissioner Pratt seconds the motion. The chair calls for the vote. The Chair states the matter carried with 5 affirmative votes, and 1 abstention. I. Communication and Bills None J. Adjournment Meeting adjourned at 7:49 PM.
