Public Hearing 1) Proposed removal of a sedimentation island formed in pond and installation of sedimentation trap at the 30-127 South Main street and Wesleyan Hill Road. Applicant/agent Wesleyan Hills Assoc. 20-06 David Pritchard made a motion to move to Old Business. Trevor Davis seconded the motion. The chair calls for the vote. It is unanimous to move to Old Business with 7 aye votes. The chair states the matter passes unanimously with 7 affirmative votes. C. Old Business 1) Proposed removal of a sedimentation island formed in pond and installation of sedimentation trap at the 30-127 South Main street and Wesleyan Hill Road. Applicant/agent Wesleyan Hills Assoc. 20-06 Rich Mensik represents the Wesleyan Association and introduced the application. Several years ago when Dooley Pond was having their dam replaced quite a bit of sediment came down the stream and significantly filled up the pond which developed an island. The purpose of the application is: 1) to do some maintenance to the area where the sediment formed into an island: and 2) to install a catch basin at the waterfall area so future maintenance would be easier. David Pritchard asked staff who was responsible for the work done on the dam at Dooley Pond. Joe Samolis said that it was a state project. The problem seems to come when there is heavy rains. D Pritchard said the reason for asking was to see if the state would be willing to help with the cleanup as the Wesleyan Hill Association cannot afford to do it all. Joe Carta said that this problem has been going on for many years and does not believe the dam is the cause. His concern is putting a catch basin in a stream bed. A discussion ensued. Ken McClellan made a motion to approve the removal of sedimentation with the following stipulations: 1) the de-watering site prevention of downstream contamination: 2) sand- bagging; 3) do the work during the low-water season. Paul Dyka seconds the motion. The chair calls for the vote. It is unanimous to approve with the stipulations with 7 aye votes. The chair states the matter passes unanimously with 7 affirmative votes. D. New Business 1) Proposed soil remediation and bank stabilization for the Middletown Community Boathouse at (Lot 3) and Columbus Point (Lot 4) on Harbor Drive. Applicant/agent City of Middletown / Tighe and Bond. 20-07 Trevor Davis moves to schedule a public hearing for the June 3rd meeting for the proposed soil remediation and bank stabilization for the Middletown Community Boathouse at (Lot 3) and Columbus Point (Lot 4) on Harbor Drive. Ken McClellan seconds the motion. The chair calls for the vote. It is unanimous to schedule a public hearing with 7 aye votes. The chair states the matter passes unanimously with 7 affirmative votes. 2) Proposed 30,000 S.F. addition to an existing building with associated parking and loading spaces, access drive and a connection between the two buildings on the property at 33 Anderson Road. Applicant/agent GHQ, Inc. 20-06 Joe Samolis said that since this is in the watershed area, it should be scheduled for a public hearing. David Pritchard moves to schedule a public hearing on June 3rd for a proposed 30,000 S.F. addition to an existing building with associated parking and loading spaces, access drive and a connection between the two buildings on the property at 33 Anderson Road. The chair states the matter passes unanimously with 7 affirmative votes. 3) Proposed construction of the Middletown Landfill Hiking Trail utilizing existing gravel paths with additional grading and gravel paths within the 100ft upland review area at 180 Johnson Street (100-007 &100-006). Applicant/Agent City of Middletown/SWCA Environmental 20-08 Joe Samolis gave a history of the project. Ken McClellan moves to schedule a public hearing on June 3rd for proposed construction of the Middletown Landfill Hiking Trail utilizing existing gravel paths with additional grading and gravel paths within the 100ft upland review area at 180 Johnson Street (100-007 &100-006). Reports of Officers and Committees Joe Samolis said that he received a notification from Wesleyan Hills Assoc. for pesticide application along Long Hill Road to prevent invasive species from taking hold.
