REGULAR MEETING OF THE INLAND WETLANDS AND WATERCOURSES AGENCY MIDDLETOWN CONNECTICUT OCTOBER 7, 2020 A. Call to Order / Pledge of Allegiance The Chair called the meeting to order at 7:03 PM Present: Joe Carta Trevor Davis David Pritchard Jennifer Greenberg Trevor Larrubia Paul Dyka Absent: Ken McClellan Fred Terrasi Jammie Middleton Gabriel Russo Jack Pieper Staff: Marek Kozikowski, AICP, City Planner B. Public Hearing None C. Old Business 1) Proposed construction of a two-family dwelling within the upland review area located at 243 Saybrook Road. Applicant/agent Christopher Bull 2020-16 Tamba Marino and JR Marino, American Contractors represented the application. JR described the proposal. There was an existing house that was demolished and after having the wetlands flagged, the new dwelling will be only 65 feet from the flagged wetlands. He described the grading which will stay the same and it should not affect any kind of sheet flow into the wetlands. Tamba explained when Matt Davison did the soil samples and the wetlands report, he stated that most of the water was coming off the drainage on Clew Drive and he found nothing that would harm the wetlands on the property. Joe Carta suggested that they move the roof drains further from the wetlands. JR agreed. Joe Carta also is concerned about the stockpile of the soil. JR said that he was going to move it closer to Saybrook Road. He said that the garage was in good shape so they decided to keep on the property. Joe suggested moving the stockpile closer to the garage. JR said that they would be installing a double silt fence. Marek recapped the stipulations: 1 1. Shorten the drainpipe to be outside of the wetland area; 2. Stockpile moved closer to the garage and further from the wetlands; 3. Install double silt fencing; and 4. Have staff inspect silt fence prior to moving soil. Trevor Davis moves for approval for construction of a two-family dwelling within the upland review area located at 243 Saybrook Road with stipulations that were mentioned and staff recommendations. Paul Dyka seconds the motion. The chair calls for the vote. It is unanimous to approve as amended with 6 aye votes. The chair states the matter passes unanimously with 6 affirmative votes. D. New Business None E. Agency Review None F. Reports of Officers and Committees None G. Public Open Forum None H. Minutes – May 6, June 3, June 19, July 1 & September 2, 2020 The Chair suggested to table to the next meeting. I. Communication and Bills Trevor Davis questioned the two medical buildings being constructed on Saybrook Road as there was some issues regarding the parking lot and the elimination of a number of parking spaces. He would like Ron Baia (Zoning and Wetlands Enforcement Officer) to verify and give a status report. J. Adjournment David Pritchard moves to adjourn at 7:25 PM. Trevor Davis seconds that motion. The chair calls for the vote. It is unanimous to adjourn with 6 aye votes. The chair states the matter passes unanimously with 6 affirmative votes.
