REGULAR MEETING OF THE INLAND WETLANDS AND WATERCOURSES AGENCY MIDDLETOWN CONNECTICUT July 7, 2021 The Regular Meeting of the Inland Wetland and Watercourses Agency of the City of Middletown was held in person at the Municipal Building Council Chambers Present: Joe Carta Ken McClellan David Pritchard Fred Taurasi Brian Gartner new member Steve Skultety new member Absent: Trevor Davis Jack Pieper Jammie Middleton Jennifer Greenberg Paul Dyka Staff: Marek Kozikowski, AICP, Director of Land Use James Sipperly, Environmental Planner - new staff A. Call to Order / Pledge of Allegiance Joe Carta, Chairman called the meeting to order at 7:07 PM. The commission member’s present pledged allegiance to the flag. Joe Carta welcomed two new members in attendance who were sworn in by the Town Clerk. Joe welcomed Brian Gartner and Steve Skultety. Joe also stated for the record that Steve is Joe’s son in law. Joe also welcomed James Sipperly as the new staff person and Environmental Planner for the City of Middletown. He last held that position approximately 15 years ago and welcomed him back. Joe also stated that this will probably be Marek’s last meeting with the commission and thanked him for staffing the Commission in the interim. . B. Public Hearing 1 No Public Hearings were scheduled. C. Old Business No old business to be conducted. D. New Business 1. Construction of a road and four single-family homes on lots 12-0110, 12-0193, 12- 0194, and 12-0195 Nathan Hale Road. Applicant/Agent Joseph Mazzotta 2021-7. Marek stated that these lots were created as lots in the 1920’s and never were built on. The application involves building 4 single family homes on individual lots. A road will be constructed using city standards with drainage. There will be some minor impacts to wetlands being proposed. Marek’s recommendation is to accept the application tonight and to decide whether or not to conduct a public hearing. The commission usually doesn’t meet in August because of vacation schedules and he talked to the applicant and he is fine with going to the September meeting to discuss this. Motion: To accept the application 2021-7 and to conduct a public hearing on September 1, 2021. Moved by Ken McClennan / seconded by Dave Pritchard, approved unanimously. Jim asked about how the commission handles field trips now to vie sites. Joe responded that many members go independently. E. Agency Review 1. Construction of a new automated carwash facility with associated site amenities located at 593 Washington Street. Applicant/Agent Dominick D’Agostino 2021-6. Marek reported that this proposed site plan will have less impervious surface than the old car wash had that was recently demolished. The building will also have a smaller foot print. The carwash drainage will be in accordance with State of Connecticut storm water guidelines specific to carwashes and will discharge to the sanitary sewer system eventually. Dave stated that there will be no change in use and that it will still be a carwash on the site. He also noted that it will be a smaller building and lees impervious surface and that he feels that the commission can let the new staff do an agent approval providing that the proper erosion and sedimentation controls are installed, maintained and inspected after major storm events. Fred asked about the previous discharge of water from the carwash and Marek responded that it was also discharged to the sanitary sewer system pursuant to state regulations and permits were required from the Water and Sewer Department. Motion: To allow staff to conduct an agent approval and work with the city engineer to review the proposed drainage system. Moved by Fred Taurasi / seconded by Dave, approved unanimously. 2 F. Reports of Officers and Committees Nothing to report. G. Public Open Forum No one from the public in attendance and the chairman noted that we are in person tonight and not on Zoom. H. Minutes – June 2, 2021 The minutes of June 2, 2021 were reviewed. No changes or corrections to the minutes were noted. Motion: To approve the minutes as received. Moved by Ken / seconded by Brian Approved unanimously. I. Communication and Bills Fred asked about the distribution of plans moving forward. Marek reported that the any site plans will be placed on the website with the other supporting documents such as applications. Joe recommended that any commission member may request hard copies of the maps and pick them up in the new Land Use office. J. Adjournment Motion: To adjourn at 7:27pm.
