Call to Order The meeting started at 1:05pm The Chairman and Vice Chairman were not present for the meeting. J. Sipperly reviewed Roberts Rules and determined that in lieu of them being absent, the members present could elect a Chairman to preside over the meeting. Jammie Middleton, who is an attorney agreed as well as other members present. Motion: To elect Jammie Middleton to serve as Chairman for this meeting. Moved by T. Davis, seconded by P. Dytka; approved unanimously Chairman elect J. Middleton called the meeting to order at 1:07pm B. Old Business 1. General Permit Application to conduct routine maintenance in and adjacent to wetlands and watercourses. Applicant/agent Public Works Department, Permit No. 16-17. Request for a five year extension (expires on January 4, 2022) Chris Holden, Deputy Public Works Director is not in attendance. Page 1 of 2 J. Sipperly stated that at the last meeting, Public works submitted a new general permit application #21-13. However, the motion that was made was for extending the existing permit 16-17, not approving the new application #21-13. Permit #16-17 was not on the agenda, thus the motion was invalid. Motion: To extend the existing permit #16-17 which expires on January 4, 2022 for another 5 years and that emergency repairs can be conducted if there is an immediate threat to the public health and safety to the residents of Middletown. Moved by D. Pritchard, seconded by J. Greenberg – no discussion, approved unanimously C. Adjournment Motion to adjourn at 1:12pm. Moved by Jack Piper; seconded by Paul Dytka; passed unanimously.
