Present: Ken McClellan Joseph Carta Paul Dyka David Pritchard Jennifer Greenberg Fred Terasi Steven Skultety Absent: Jack Pieper Kristen Rzasa Jammie Middleton Public: Chris Holden, Public Works Director, 14 members of the public Staff: James Sipperly, Environmental Planner A. Call to Order J. Carta, Chairman called the meeting to order at 7:05 pm and led the Pledge of Allegiance. B. Public Hearing None C. Old Business 1. Request for Kaplan Drive access to construct two identical four story apartment complex buildings at Map-Lot-: 07-0017 Newfield Street and Map-Lot: 10-0147 Mile Lane. Applicant/Agent D&V Development, LLC. (Withdrawn by Applicant) 2022-12 Chairman, J. Carta read a letter dated February 22, 2023 from David Carson, applicants engineer withdrawing the application. A member of the asked about the process moving forward and the J. Carta explained that if the applicant refiles, the process of notification will be again just like the original application. Another member of the public thanked the commission and staff for all their work and concerns on this application and listening to the public’s testimony. D. New Business 1. Request for the renovation of existing shooting range with activities within the regulated 100 Page 1 of 2 ft. upland review area. Applicant/Agent: City of Middletown/Department of Public works. 2023-3 Chris Holden, Public Works Director presented the project. This project is similar to a previously approved project granted by the Agency, but it has expired a few months ago. The project wasn’t completed previously because of the lack of funding. The FBI and Police department have the funding now to move forward. The plan is to encapsulate the existing berm and extend it on either side and raise it. They will also add a building for training. Motion: To accept the application and schedule it for old business on April 5, 2023. Moved by K. McClellan; seconded by D. Pritchard; approved unanimously E. Agency Review None. F. Reports of Officers and Committees J. Sipperly reported that Big Y has posted their erosion and sedimentation control bond and have started grading. He also reported that on Newfield Street the condo project is being started by putting in a anti tracking construction access. J. Sipperly also reported on a fill pile on the corner of Pine street and Wadsworth Street on the Wesleyan property. G. Public Open forum None. H. Minutes of February 1, 2023 The minutes were reviewed. J. Sipperly had some revisions, page 1, approximately 41 members of the public, and Brooke, should be Brook and page 5 pouch should be catch. Motion: To approve the minutes as amended; moved by k. McClellan; seconded by S, Skultety; approved unanimously I. Communication and Bills None J. Adjournment Motion to adjourn at 7:25pm Moved by K. McClellan; seconded by d. Pritchard Passed unanimously.
