Phil opened the meeting at 5:00.
Minutes of the March 9, 2022 meeting were approved as presented.
Occupancy
Christine reports efforts are still ongoing to vet a candidate for the one current vacancy.
Tenant issues
Christine noted that there continues to be a complaint between tenants of one playing their music too
loud.
Christine is working with one tenant who fell behind in his rent, who is getting help from United CT, but
will still need to make some additional payments.
A second tenant has a payment issue whom she is working with.
An intoxicated tenant was found sleeping in the hallway. We had problems with this tenant previously
whose trouble with alcohol lead to intervention issues regarding his behavior and apartment cleanliness.
Christine will continue to monitor.
Monthly financials
The February financials were reviewed. Monthly financials will be added as a regular agenda item.
Maintenance
• The specifications for the roof have been completed and were distributed to interested roofers
on April 12.
• The fencing around the dumpster has been repaired
• The HVAC tower to the north of the building has had its preventative maintenance for the
summer.
• Contracts for the generator have been renewed
Development
Efforts are underway to secure support by the state to proceed with renovations for properties to
Shepherd’s north.
Middlesex Health Clinic
The on-site clinic continues to be well received by tenants. The next clinic is scheduled for April 20.
We have an inventory of Covid19 self tests should any tenant feel ill.
St Vincent DePaul Place
St Vincent has chosen to replace the case manager assigned to Shepherd Home. Terry Carbone, the
case manager supervisor for SVDM, will provide a presence at Shepherd until a replacement is identified
and secured. SVDM is in the middle of interviewing candidates.
Bike Repair
SVDM wishes to reassess their commitment to the bike repair program until the case manager is
replaced.
Other program activities
o Easter Candy Give Away – 4/13/2022
o Health Fair – June 3, 2022? May be postponed this year.
Donations received:
o DAV – Provided bags to all the tenants with gift cards.
o Private Donor Provided – Water and some treats for the VETS.
o Middletown Fire Department Donated some blankets.

Phil opened the meeting at 5:00.
Minutes of the February 9, 2022 meeting were approved with the correction of adding Larry
Riley to those in attendance.
Occupancy
Christine reports there is only one vacancy currently. She has one applicant that is being vetted.
She has additional applicants on the waitlist.
She noted that the time to process an applicant is dependent upon them being document ready.
On average, she estimated a month to a month and a half to get an applicant approved.
Tenant issues
None to note. Christine noted that there was a minor complaint between tenants of one playing
their music too loud.
Programs
Christine reported the routine activities of Bingo on Friday and the Middlesex Hospital clinic on
site. There were planned special events for St. Patricks Day.
Building issues
Still waiting for specs to replace the roof to be completed.
Other development
Vinnie noted that he has been in discussion with Rep. Quentin William. Quentin noted that he
has pending legislation on a survey of all the properties at CVH. It’s a short session this year
and he was unsure if it would be considered this year. Vinnie was advocating for the white
shed and the three structures on Eastern Drive.
Phil encouraged that members engage Lakisha Hyatt, CEO at CVH to get her supportive of the
property carve out and tour Shepherd.
Balance Sheet
The balance sheet was distributed. A request for a monthly financial statement will be provided
next month.
Contributions
Christine noted that contributions have fallen off. She’ll check with Mayce and assess the need
for specific items.
Bike Repair
Vinnie asked about the status of the bike repair program. We’ll get a summary of St. Vincents
engage from Peter Keast from SVDM for a report.

Elks Gift.
Bill Cullen presented a $2,000 gift, on behalf of the Middletown Elks Club. Pictures were taken
and Carl is to provide an acknowledgment letter. There are no specific requirements for
spending the gift. We have discussed having the monies targeted toward Bike storage for a
repair program that Mayce has been proposing.
Ralph also suggested looking into the barn to the north on CVH property. A request for the
balance sheet to identify cash for gifts surfaced.

Tenant issues
None to note. All reports are that the community is quiet. We have some individual issues
related to substance abuse, but the community-wide problems have ended.
COVID19
We have had one positive Covid case that has been isolated. Fortunately, thanks to preventative
efforts by DeMarco and help from the health department we appear to be getting through the
pandemic with minimal effect
Building issues
Specs are still being developed for the roof.
Other development
We discussed using the property to the north for families, offices, or homeless veterans. Vinnie
is to connect with the Mayor’s office to get municipal support. Carl is to get a meeting with the
CVH Executive Director.
June events.
Christine noted plans for a health fair in June.
