Those in Attendance: Col. Phil Cacciola, Chair; Deputy Mayor Vinnie Loffredo, Vice-Chair; Atty. Ralph

Phil opened the meeting at 5:00.
Guests
Kathy McPherson and Morty Pear were in attendance at the beginning of the meeting. They were
encouraging that efforts to add a ramp to the porch on the southern exit to the building.
Development
Sen Matt Lessor attended a portion of the meeting (along with Rep. Brendon Chaffee) remotely listened
in our interest in developing the vacant buildings to the north of Shepherd. He said he would follow up
with DMHAS staff and see of the possibilities.
Minutes of the June 8, 2022 meeting were approved, with the correction that Seb Guiliano was in
attendance.
Finances
Were not available for presentation
Occupancy
Christine reports one official vacancy (205). She has identified a potential applicant who has been vetted
by the DeMarco compliance office. The applicant is awaiting approval by Middletown Housing Authority.
The vacancy at 302 has an approved tenant who moved in on July 1. The tenant in 401 has died, but
until the tenant’s family goes to probate we cannot empty the room. Potential candidates are being
reviewed.
Demographics
The demographics of the tenants in the building are attached and made a part of these minutes.
Tenant issues
Unit 210 was sent to legal due to falling behind on his rent, however tenant started to make payments.
Unit 304 tenant didn’t make his 1st rent payment. Failed to recertify with MHA and has an unauthorized
dog.
Program Report
• Elks Veteran Kayaking Program – May to September Every Thursday - Transportation Provided if
needed. This may change due to weather.
• 4th July Event will be July 1st Cook out was great! Many tenants participated.
• VA Social Worker onsite to support tenants – July 15 - 10am
• Tenant meeting – July 22 – 1pm
• Bingo July 27 – 6pm to 7:30pm
• Christine raised the interest in producing raised gardens, with the Elks funding. The committee
was supportive of that action.
• Shepherd tenants did assist with placing flags at the cemetery.
• Next Clinic schedule for 7/20/2022 – 9am to 12pm – We’ll explore with Dr. Cardona adding
therapy onsite.
Maintenance
Efforts to finalize the roofing contract with Elite are underway.
