THE MATTABASSETT DISTRICT - Minutes of October 15, 2018 PUBLIC SPEAKERS Paul Catanzaro of New Britain. MINUTES OF October 15, 2018 Roll Call of Members The monthly meeting of the Board of Directors of The Mattabassett District was held Monday, October 15, 2018, in the Administration Building. Board Chairman John Dunham called the meeting to order at 7:00 p.m. A roll call was taken and a quorum was present. Present from the Town of Cromwell were Directors Bonnie Anderson, Doug Sienna and Thomas Tokarz. Present from the Town of Berlin were Directors James Fallon and Robert Argazzi. Present from the City of Middletown were Directors Joe Samolis, Dale Aldieri and David Bauer. Present from the City of New Britain were Directors Christopher Anderson, Tim Stewart and Lanette Macaruso. Also, present were Arthur Simonian – Executive Director, Michelle Ryan – District Engineer, Bill Adkins – Maintenance Manager and Michael Manfre – Operations Manager. The City of Middletown Director Tom Serra was absent. The City of New Britain Directors Mary Marrocco and Tonilynn Collins were absent. Approval of September 24, 2018 Minutes MOTION: Mr. Sienna moved to accept the minutes of September 24, 2018. Mrs. Anderson seconded the motion. Discussion RESOLVED: The motion was approved with Mr. Samolis and Mr. Stewart abstaining. Treasurer's Report MOTION: Mr. Sienna moved to accept the Treasurer’s Report as presented. Mr. Stewart seconded the motion. Discussion: RESOLVED: The motion was approved unanimously. Budget Statement MOTION: Mr. Sienna moved to accept the Budget Statement as presented. Check Register – September, 2018 No motion required. Staff Reports MOTION: Mr. Sienna moved to accept the Staff Reports as presented. Mr. Bauer seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Executive Director’s Staff Actions: None Engineering Committee MOTION: Mr. Sienna moved to accept the September 25, 2018 Engineering Report as presented. Mrs. Anderson seconded the motion. Discussion RESOLVED: The motion was approved unanimously. MOTION: Mr. Stewart moved to approve retaining the firm, Hazen and Sawyer for the Trunk Sewer Line RFQ and begin fee negotiations. Mr. Samolis seconded the motion. Mrs. Anderson seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Finance Committee No report Human Resources Committee MOTION: Mr. Tokarz moved to approve a new position, Assistant Maintenance Manager beginning in FY2019 as described in the job description. Mr. Sienna seconded the motion. Discussion RESOLVED: The motion was approved unanimously. MOTION: Mr. Sienna moved to accept the October 9, 2018 Human Resources Committee Report as presented. Mr. Samolis seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Property Management No Report Public Relations Committee No report Counsel's Report No report 3 THE MATTABASSETT DISTRICT - Minutes of October 15, 2018 New Business None Communications The Middlesex Chamber Expo will be held on Wednesday, October 24, 2018 at the Red Lion Hotel in Cromwell, The Mattabassett District will have a booth set up. Any Board Members wishing to attend the Executive Dinner should contact Mattabassett’s office for tickets. Adjournment MOTION: Mr. Sienna moved to adjourn. RESOLVED: The motion was approved unanimously. The meeting adjourned at 8:20 p.m. The next meeting of the Board of Directors will be held on Monday, November 19, 2018 at 7:00 p.m. in the Administration Building, Cromwell, Connecticut. 4
